President urged to intervene under Section 92 of J&K Constitution to impose Governor Rule in J&K

Prof.Bhim Singh, Chief Patron of National Panthers Party urged President of India, Shri Pranab Mukherjee to intervene under Section 92 of J&K Constitution (that is his exclusive right) to dismiss the deserted government of the state which is lost its absolute authority and defiance by the civil society has crossed all the limits provided in the domain of the Constitution of J&K. Prof.Bhim Singh who is also Executive Chairman of State Legal Aid Committee & Senior Advocate of the Supreme Court of India urged President of India to exercise his powers vested in him in exclusive terms as he is the only authority who opted his subjective satisfaction can intervene into the affairs of J&K to restore normalcy and bring to an end all actions/activities endangering the security of the state and the life and liberty of the citizens of India residing in the State of J&K.

          Prof.Bhim Singh also urged Govt. of India to understand that there is a grave threat to the security of the state fomented by th enemies of the country to need to be tackled immediately without any further delay. Prof.Bhim Singh said that it is only the President of India who has been vested power to deal with such situation as has arisen in J&K and has reached nearly two months causing a grave threat to the physical survival of the general public because all communications are broke, all public and private institutions including colleges, schools, hospitals even the courts including the High Court have been put out of work and function causing desperate situation for a common man and the public at large. Prof.Bhim Singh said that he had experienced all the situations during his three-day stay in Srinagar, almost in hiding and managed to interact with the people of the civil society placed at different levels in the city of Srinagar.

          Prof.Bhim Singh in his urgent appeal to the President of India hoped that Shri Pranab Mukherjee may be pleased to act at the earliest in the interest of national integrity and national integration. Prof.Bhim Singh said the proposed visit of Members of Parliament from New Delhi to Kashmir shall be futile exercise of the BJP leadership of Delhi to find out a way to save the RSS government in J&K functioning for the first and last time under the PDP cover in the state. He said that President of India has a great responsibility and therefore it is hoped that he shall exercise his power under the command of Article 370 of the Constitution of India.

SC Sr. Advocate & Executive Chairman of State Legal Aid Committee urges President Mukherjee to act to save democracy in India

Prof.Bhim Singh, Sr. Advocate & Executive Chairman of State Legal Aid Committee who is also Supremo of National Panthers Party today urged President, Mr. Pranab Mukherjee to act fast according to the mandate of the Constitution so that democracy is not allowed to be paralyzed by the party in power in the Centre. Prof.Bhim Singh also demanded to hold an urgent meeting of National Integration Council to work out a consensus for the defense of democracy and respectful rule of law which is facing liquidation at the hands of BJP government in the Centre.

          Prof.Bhim Singh called on the national leadership of secular, democratic and progressive political parties to convene a meeting of all the nationalist and secular parties at the earliest to work out a clear an adjective strategry for the defense of democratic norms and in respect of rule of law so that the National Integration shall be strengthened.

          Prof.Bhim Singh said that the political situation which has been fomented in the North-East (Manipur, Arunachal Pradesh) and Uttarakhand just for imposing BJP command in the region bordering with China. Prof.Bhim Singh said that BJP intends to grab power in J&K just for the sake of power at the cost of national unity and integration.

          Prof.Bhim Singh said that all the nationalist, secular and progressive political parties should join hands to defeat the Gorbachev hidden plan that threatens the very spirit of national federalism, secularism and democracy in India.

          Prof.Bhim Singh has also decided to write letters to all the political and social organizations except BJP and RSS. He also invited suggestions of the lawyers’ fraternity and intellectuals in this regard so that the rise of India is not hampered by the vested interests.

President urged to intervene for dismissal of J&K Govt. in the greater national interest & integration

Addressing a huge gathering of activists from different parts of the country and different political schools of thought, Prof.Bhim Singh urged Shri Pranab Mukherjee, the President of India to intervene under section 92 of J&K Constitution and Article 356 of Constitution of Indiawhich makes it obligatory for the President of India to assume to;

(a)          himself all or any of the functions of the state and further

(b)          declared that powers of the Legislature of the state shall be exercisable by or under the authority of Parliament.   

This is the absolute power vested in the President of India and it is in the interest of unity, integrity and the security of the country that the government in J&K be dismissed and the Governor of the state should be given all legislative and executive powers as provided in Section 92 of J&K Constitution.

This situation has arisen for several reasons mainly because of the collapse of the present government in J&K due to health condition of phentermine while he is under care in the intensive care center in AIIMS (All India Medical Institute, New Delhi). The enemies of the country across the Indian borders have been indulging in gross violation of international borders and Line of Control across J&K with an intention to sabotage peace in J&K thus endangering the security of the country.

Prof.Bhim Singh urged Shri Pranab Mukherjee, President of India for his urgent intervention by dismissing the present government in J&K and imposing Governor Rule under Section 92 of J&K Constitution read with Article 356 of Constitution of India in the interest of security of the entire nation which stands threatened. Pathankote episode is a living example.

Prof.Bhim Singh in his appeal to all the political parties in the country urged for the support in favour of Governor Rule in J&K (President’s rule in J&K cannot be imposed in J&K Constitution of India does not apply to J&K directly). The President’s rule can be extended six months’ after the Governor Rule.

Prof.Bhim Singh called all the political parties in the state including the Hurriyat Conference to support this move in the common interest of all the residents of the state so that peace does not suffer any casuality in the sub-continent. He also appealed to the Panthers Party activists to take this movement on the streets in J&K in the interest of peace, progress and security.

PM Modi’s silence on humiliation met to President of India at Israeli International Airport

Prof.Bhim Singh, Chairman of Indo-Palestine Friendship Society and expert on Indo-Arab relations expressed surprise on the continued silence of Prime Minister Narendra Modi on the treatment the President of India Shri Pranab Kumar Mukherjee was given at the International Airport of Israel at Tel-Aviv last week. The Israeli authority banned the entry of four communication systems that President of India was carrying with him to present as gift to the Al-Aqsa University at Ram Allah, Palestine.

Prof.Bhim Singh a student of International Law regretted that Govt. of India failed to lodge a protest against the Govt. of Israel which has been in illegal occupation of Palestine since 1967. Prof.Bhim Singh said that Oslo Agreement signed between PLO Chief, Yasir Arafat and Israeli Prime Minister Shiron Pere signed at the White House the presence of US President declaring Palestine as independent state has a sovereign entity and its borders cannot be manned by a foreign country, Israel.

          Prof.Bhim Singh said that an International Airport was set up in Gaza immediately signing of Oslo Agreement in Palestine. He said that he himself visited Palestine on the invitation of its President Yasir Arafat in 1995 by an international flight from Amman to Gaza in Palestine. Israel has destroyed Gaza Airport in violation of International Laws and commitment. Israel has no authority to interfere with the movement of goods/machinery/or any other item brought from a friendly country. Banning four satellite systems being taken by the head of the state to be gifted to Al-Aqsa University, Palestine amounts to interferring with diplomatic ammunity and insult to India when the President of India was not allowed to carry four gifts brought for Palestinian University.

          Prof.Bhim Singh expressed great surprise on the silence of the ‘great Indian media’ in the Indian press. Had it been done in respect of any other head of the state by another country, what shall have been the reaction from the Indian media and the Indian government. Prof.Bhim Singh declared that he shall launch a world-wide campaign against the authoritarian and unlawful action of the government of Israel.

Jantar Mantar, New Delhi seeking early settlement of ‘one rank, one pension’ issue.

          Assuring the ex-servicemen of NPP support, Prof.Bhim Singh urged the Union Govt. and Defence Minister to ensure early redressal of all grievances of retired military personnel who have fought for the defense of our borders and for hpholding the national honour and the flag. He regretted that army men who risk their lives for defending our freedom and liberties were forced to take to streets for realizing what was genuinely due to them. He said that the assurances for ‘one rank, one pension’ were being given to the ex-army personnel for the last several years but no steps were ever initiated by the successive governments to translate the same into reality.

          Reminding PM Modi of his tall sloganeering during elections, Prof.Bhim Singh said that BJP had promised the fulfillment of the OROP issue within 100 days after coming to power which slogan was most shamefully discarded by the said party after coming to power. He assured the ex-servicemen to take up his cause with the Defence Minister at the earliest and advised the NPP workers to stand by ex-servicemen in the country.
