Sub:- Need for Governor Rule in J&K.

Hon’ble Sir,
I have been to J&K and travelled across the entire Valley as well as the flood affected areas of Jammu Pradesh. The situation that has arisen due to the fury of floods has caused tremendous loss to life, crop, land and property of the people in the Valley and Jammu Pradesh. I would like to seek intervention of the Prime Minister so that immediate action is taken to provide relief to the flood affected people in the Valley, in Udhampur District, in Noshwera, Poonch, Rajouri, Banihal, Ramban etc.
1.    27 persons were killed when the entire village Sadal was washed away on 4th September, 2014. The local Dy. Commissioner (District Magistrate) was informed who failed to take any remedial measures for three days. 27 people were buried under the debris. Only seven bodies have been recovered till date.
2.    About 700 people have been given some tents by the NGOs. The State has failed to provide them reasonable facilities which they required for their survival. I visited both the places where these houseless flood victims have been camping in Kasuri village and in Panjal in Udhampur tehsil. There is no medical care, no schooling for their children, no drinking water, no clothes. The people of this village have lost entire agricultural land. They need to be settled urgently.
3.    Some of the boys and girls in the camp have passed out their schools and they need to be provided immediate job.
4.    An enquiry has to be held to find out the circumstances in which 27 people died when the local Dy. Commissioner had advance information.
5.    That some relief was sent by NGOs from Punjab namely, Gurudwara Prabandhak Committee, Amritsar which was locked by the orders of Dy. Commissioner at Pathi Panchayat Ghar. People were standing outside to receive the relief. The Dy. Commissioner, Udhampur stopped and it is still rotting in Panchayat Ghar.
6.    Another immediate attention of the Prime Minister is drawn to a similar situation that arose in village Laam (along LoC) in Nowshera tehsil of Rajouri District where 64 persons were washed away in a bus on 6th September, 2014. 14 bodies have not been traced out till date. When I visited this area two days back, dozen of families invited my attention to the fact that the government did not send a digging machine (JCB) which could have helped to dig out the bodies from the sands and the debris. The people have been mourning on the river side for a month. The State government gave 1.5 lacs to the families of each victim whereas government of India has not sent any help to the victim’s families.
7.    Similar is the situation in the border district of Jammu, Poonch.
8.    Entire crop has been destroyed by heavy floods in the entire Jammu region, cattle have been washed away, thousands of houses have been destroyed. The government of J&K is offing them some Rs.10,000/12000 for constructing a house. What a great joke with the people of J&K?
I shall be submitting a detailed report to the Supreme Court where the court shall hear this matter on10th October, 2014 on the writ petition of JKNPP.

Where citizens of India still live in Stone Age Without drinking water, without ration & without electricity

Prof. Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency addressed several meetings in the District of Reasi which falls in Udhampur Constituency appealing the voters to defeat both Congress and BJP candidates as both the parties have been exploiting the innocent people in the name of religion and so-called development. He questioned the integrity of the Congress candidate in Jammu who were started by the State Chief Minister, Shri Omar Abdullah violating all the norms and Code of Conduct observed by the Election Commission of India at the time of nomination of papers. Prof. Bhim Singh addressing the meeting in Chasana, Mahore, Dharmadi, Arnas and other places accused BJP for spilling communal passion whereas NC fanning terror in J&K. Prof. Bhim Singh condemned the killing of innocent civilians in Dayala Chak by the unknown terrorists and later attacking the Army station in the same district, Kathua.

Prof. Bhim Singh accused J&K Govt. for putting a blanket on the killing of police officers in Hirnagar Police Station last month. The terrorists had attacked the Army camp in Samba the same day and killed Army officers. NPP Supremo said that he has been repeatedly warning the Govt. of India that Mr. Omar Abdullah has become security risk and he should have been dismissed by now. He demanded immediate dismissal of Omar Abdullah and promulgation of Governor Rule so that J&K could be saved from death and destruction because of the total failure of the coalition government to protect life and property of the innocent citizens.

Prof. Bhim Singh after campaigning for Panthers Party candidate contesting from Jammu-Poonch Constituency, Mr. H.C. Jalmeria, returned to his constituency this morning to interact with the voters in Udhampur Constituency.

Prof. Bhim Singh said that both Congress and NC have been playing seesaw with the Union Govt. to cover up their own failures. This is evident from the tragic incidence in Kathua.

Prof. Bhim Singh expressed surprise that there is no electricity available for days in Poonch or Rajouri. He expressed shock that people in the area in Rajouri & Poonch have been living in Stone Age as there is no drinking water available, no electricity, no ration and no delivery of food.

Jammu-Poonch Constituency shall go to poll on 10th April, 2014 whereas election shall be held in Udhampur in 17th April, 2014.

Poonch : Addressing massive election rally in Poonch, border town in J&K, late last evening, Prof. Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency congratulated the great people of Poonch for maintaining communal harmony and social peace ever since Poonch was liberated from Pakistan with the help of the local people and J&K Rifles in 1948. Prof. Bhim Singh paid tributes to Shri Bandey (awarded Dogra Ratan Award), for having fought against Pak occupation for one year and throwing out the forces of the occupation.

Prof. Bhim Singh also congratulated the people of Poonch for resisting the intruders from across the Pakistani border who have been infiltrating to J&K via Poonch because of the laxity of J&K governments since 1965.

Prof. Bhim Singh accused the State and Central governments for their total failure to develop backward and border areas of Rajouri and Poonch. He questioned the sincerity of the Congress and NC towards the people of Rajouri and Poonch who have not been connected with rail in 63 years of independence whereas the government spent Rs.5000 crores to build a rail tunnel from Qazigund to Banihal when Banihal has not been connected with the rail line neither there is any hope for its completion under the Congress rule. He assured the people of Poonch that if they voted him to Parliament he shall fight it out to connect rail from Jammu to Poonch and ensure the ownership to the allottees of the land which was left by the owners in 1947 voluntarily. Prof. Bhim Singh assured the SPOs, contractual employees and daily wagers for regularization of their services in the respective disciplines.

Shri H.C. Jalmeria, Advocate, Panthers Party candidate from Jammu-Poonch Parliamentary Constituency made compassionate appeal for the voters to vote and support Panthers Party in the ongoing Parliamentary election because all the three parties Congress, NC and BJP failed utterly to respond to the aspirations and needs of the people.

Ms. Anita Thakur, General Secretary appealed to the voters particularly the women for the unprecedented sacrifices of the Panthers workers for the civil and political rights of the women who have been discriminated by the respective governments for decades. She said that Panthers Party alone which urges aspirations, wishes and the needs of the people of Jammu Pradesh who have been remained of their fundamental rights. Others who addressed the rallies in Mendhor, Rajouri and other places included M/s. Pushvinder Singh Manhas, Sr. Young Panthers Vice President, Asfaq Rana, Working District President, Poonch, Tariq Khan, Sr. Vice President, R.P. Sharma, Political Secretary-JKNPP, Ms. Asha Rani, Sr. Scholar in Jammu University & State Secretary, Women Wing-JKNPP.

Addressing a strong rally at Mendhor, 3kms. from LoC in Poonch District this morning Prof. Bhim Singh cautioned the electorates against the dangerous designs of the Congress, NC & BJP, he said that when Congress is mother of corruption, National Conference is mother of terrorism whereas BJP is the mother of communalism in J&K and that is why Panthers Party is the only alternative to the people of Jammu Pradesh in particular so that they shall feel liberated from Sheikh’s family rule. Prof. Bhim Singh also said that his party shall take initiative from Delhi to Islamabad to promote Intra J&K Heart to Heart Talks between the people of J&K and POK so that the situation shall be resolved by the notables of J&K from both sides. He accused Anglo-American Bloc for encouraging terrorism in J&K with intention to destabilize India as the USA did with Yugoslavia, USSR, Afghanistan and several other Afro-Asian countries. He said that the policies of USA need to be checked by the Asian Bloc and that needs a healthy cooperation among SAARC countries with Russian Federation and China. He said that China, Russia and India should join hands against the impending terrorism planted by Anglo-American Bloc against the Afro-Asian countries.

Jammu Migrants shall protest in front of Assembly on opening day

“The Jammu Migrants including Talwara camping migrants who have been discriminated with by the J&K government ever since their forcible migration from their respective areas of Poonch, Rajouri, Reasi, Ramban, Doda & other areas and treated as enemies in spite of the clear directive of the Supreme Court to the Government of India and state government provide them relief at par with Kashmiri Migrants shall protest outside the Assembly on 28th February, 2013 when the Governor shall address the joint legislature at Jammu, the capital of Jammu Pradesh.” This was declared jointly by the General Secretary of JKNPP, Ms. Anita Thakur, Incharge, Jammu Migrants Affairs and Chairman of Talwara Migrants Action Committee, Mr. Balwan Singh.
