Kashmiri political parties stand exposed The only way out is Governor Rule

Prof.Bhim Singh, Chief Patron of National Panthers Party expressed shock on the so-called J&K delegation meeting with the President of India saying that the delegation did not include any representatives of the respective parties from Jammu Pradesh or Ladakh. This was a delegation of the political parties which have been exploiting the Kashmiries for nearly seven decades in J&K. NPP Supremo said that the President of India could not grant audience to the Panthers Party or any other political group from Jammu Pradesh or Ladakh for the reason best known to the Hon’ble President.

Prof.Bhim Singh asked Omar Abdullah what he means by ‘political issue’ and what is its solution. He asserted that the political issue is that people of J&K have been governed ruthlessly and suppressed by bullets and police force right from 1947 after the state’s accession by Maharaja Hari Singh that took place on 26thOctober, 1947. NPP Supremo asked the leaders of the Congress and NC who met the President today to tell the world the names of the murderers of the students in Jammu Science College in 1966. Who murdered students in Kishtwar who were demanding a college. Who killed students in Poonch in 1978? Prof.Bhim Singh said that the so-called rulers of J&K have been using bullets, guns and horrifying detention centres to suppress the voice of the students and youth in Ladakh, Kashmir and Jammu for decades. He said that he has been arguing with national flag in his hands and preaching non-violence. In spite of that he (Bhim Singh) remained in jails for over eight years. Even as a Congress MLA in 1977 he remained in the lock-up on the detention order when Sheikh Abdullah was the Chief Minister. He said that he was caged in jails by almost every Chief Minister except during the Chief Ministership of Omar Abdullah because he spent most of the times in All India Institute of Medical Sciences in a patient.

Prof.Bhim Singh expressed surprise that the President of India could not make it convenient to grant audience to the representatives of the Panthers Party which is a recognized political party in J&K whereas he was kind to receive nearly 20 political leaders from the Valley only who had no charter of demand in their hands except creating confusion and helping enemies of India to strengthen their belief that J&K was apolitical problem.

Prof.Bhim Singh said that the Panthers Party has no legislator in the Assembly in J&K because the BJP joined hands with the Kashmiri leaders to rig the last Assembly polls which has been exposed today. Prof.Bhim Singh urged the political parties, nationalist leadership and those who have been supporting the movement to provide equitable right to the people of the three regions of the state namely, Ladakh, Kashmir and Jammu Pradesh. Prof.Bhim Singh said that Article 370 is the only problem and there is urgent need to amend Article 370 so as to empower Parliament of India to legislate on the matters listed in List-I of Schedule-VII of the Indian Constitution. How J&K can be integral part of the Union of India when the Parliament is deprived of the power to legislate even in respect of defence, foreign affairs and communications, the three subjects which Maharaja Hari Singh included in the Instrument of Accession on 26th October, 1947 like other rulers of 577 states. Prof.Bhim Singh urged the President of India to use his exclusive power vested in him under Article 370 read with Section 92 of the J&K Constitution. The Governor is the only solution and resolution at this time.

Dogri Research Scholars in JU call on Prof. Bhim Singh, with their memoranda on their problems

jammu-=pressNearly two dozen Ph.D Scholars of Dogri Language Department in Jammu University met Prof. Bhim Singh, Chief Patron of NPP this morning with their strongly built memoranda on their problems they have been facing as scholars in Jammu University.

The scholars in their interaction they pleaded with Prof. Bhim Singh for  Panthers Party support to ensure a workable and genuine solution to the problems being faced by the scholars in Dogri language and the students in Jammu province. The scholars pleaded that Jammu Province is not provided educational facilities in Jammu Province. It is sad that districts of Poonch, Rajouri, Kishtwar, Doda and Ramban have not been provided a single school or college in the above said five districts when each district is having a sizable percentage of Dogri speaking state residents. The scholars told Prof Bhim Singh that there are 512 educational institutions in Jammu Province whereas with Dogri is start only in 60 institutions. The scholars said that this is tragedy that the Central University Kashmir is heaving ‘Kashmiri language’ as a subject in the list of syllabi. The biggest discrimination is noticed that the Central University in Jammu has not cared to include Dogri Subject in its syllabus.

  1. The Dogri Research Scholars submitted a memorandum demanding that Dogri should be included as a compulsory subject in all the colleges of Jammu Province.
  2. The Dogri scholars demanded that Dogri should be taught in all the higher secondary (10+2) schools in Jammu Province where Dogri has a prominent place among the local language.

iii.                              The Dogri scholars also demanded that Dogri should be included in the syllabus of 10+2 courses throughout Jammu Pradesh.

  1. The scholars also wanted that every educational institution where Dogri is included in the syllabus (60 colleges and several schools) as a compulsory subject.  The scholars regretted that the government of Jammu and Kashmir has proposed only four posts for teachers job in Dogri ignoring completely the demand for such teachers in the educational institutions where Dogri is included in the teaching syllabus.  Selecting four teachers for Dogri is not only discriminatory against the Dogri language but also an unforgivable fraud against the people of Jammu Pradesh.
  2. Those Dogri scholars of JU who were present in the meeting included Gopal Singh, Sonika Jasrotia, Manisha, Sheetal Sharma, Deepika Sharma, K. Khajuria, Rituraj Sharma, Sunil Kumar, Meenakshi, Asha Rani and others.
  3. Several senior leaders of the Panthers party were also present in the meeting included  Ms Anita Thakur State General Secretary, Rajesh Pargotra Provincial President, S. Paramjit Singh Marshal President PTU, Manoj Gupta, Shanker Chib and others.

 

Prof. Bhim Singh in a strong note to Shri Raj Nath Singh, the Union Home Minister urged to take this issue for consideration without delay so that the Dogri language which is in 8th schedule in Indian Constitution shall not fall victim to the conspiracy being hatched by handful of Congress–NC–PDP leaders who have been exploiting the people of Jammu and Kashmir for their personally interest and interest of some agencies working behind to sabotage the union of the state with the rest of the country.  Prof. Bhim Singh assured the scholars that he shall take up the matter before the Supreme Court of India to ensure justice and equity to the students of Dogri language.

Supreme Court ordered appointment of a Commission to verify Panthers Party allegations & state counter charge

A Division Bench of Supreme Court of India comprising of JJ Mr. A.K. Sikri and Mr. R.K. Agrawal heard the writ petition filed by Panthers Party senior leaders namely Ms. Anita Thakur, Mr. H.C. Jalmeria, Advocate and Mr. P.K. Ganjoo, Sr. Journalist seeking criminal action against the erring police officials who were guilty of committing barbaric and inhuman acts against the petitioners while the petitioners were escorting a peaceful protest march of the Talwara (Reasi) Jammu Migrants from Reasi to Delhi seeking implementation of the Supreme Court order dated 13.07.2006 to provide relief to the Jammu Migrants at par with Kashmiri Migrants as per judgment of the High Court of J&K dated 2001 and the judgment/order of the Supreme Court of India to provide the Jammu Migrants equitable and same relief as was provided to the Kashmiri Migrants.

The Supreme Court had admitted this writ petition in 2007 and it finally was heard today the Supreme Court. Mr. K. Venugopal, Sr. Advocate and Prof.Bhim Singh, Sr. Advocate argued for the petitioners, Jammu Migrants urging the court for appropriate punishment to the police officials responsible for the assault on the Panthers Party activists including a lady, an advocate and a senior journalist. The Panthers Party has also demanded a compensation of Rs.10 lacs each to the arrested Panthers Party leaders and any other appropriate punishment to the police officials and other government agencies for causing injury for murderous attack on the petitioners.

Prof.Bhim Singh in his arguments submitted before the court that nearly 2000 migrants including women, old and children started their march for justice from Reasi to Delhi as per judgment/order of the Supreme Court of India dated 13.07.2006. The Supreme Court had directed the Union of India and Govt. of J&K to provide relief to the Jammu Migrants as per its direction given on 13.07.2006. He submitted before the court that Jammu Migrants hailing from the districts of Rajouri, Poonch, Reasi, Udhampur, Doda, Ramban, Kishtwar, Kathua and other places were completely ignored and they were not allowed even ration for their survival whereas the Kashmiri Migrants (hailing from province of Kashmir) were provided ration in cash and kind on regular basis by the Relief Commissioner working from Jammu. The Jammu Migrants were only tortured, ignored, sent to jails and their children were bought over by the outsiders. They were forced to sell a child for the survival of the rest of the family members. Prof.Bhim Singh told the court that migrants numbering 2000 including women, old and children were peacefully marching from Talwara on their way to Delhi to present memorandum to the Prime Minister. He told the court that these migrants were stopped by the Armed Police near Katra bridge, beaten, assaulted and not allowed to cross the bridge. He submitted before the court how Mr. H.C. Jalmeria, Advocate was taken into police custody when he approached the police to requesting them to stop beating the children and women on the road. Ms. Anita Thakur followed Mr. Jalmeria. Prof.Bhim Singh presented a film on this tragic incident. The Hon’ble judges screened the film. This film shows how Mr. Jalmeria was dragged into the police brigade, assaulted and attacked by the policemen with their lathies and shoes. His leg was broken. The film shows that Ms. Anita Thakur who went the police camp by herself to inquire about Mr. Jalmeria was pounced by the wolves (police in uniform), beaten, assaulted, attacked and then dragged like gunny bag on the stony road and packed into a police jeep. The film also shows how policemen in uniform were pelting stones against the innocent villagers on the road. The Hon’ble Judges after screening the film directed that, this court shall appoint a commission of inquiry which shall visit the areas and report back to this court within one month.

Mr. K. Venugopal, Sr. Advocate for the Panthers Party petitioners made a strong submission that the Hon’ble Court should take appropriate action against the erring policemen and pay appropriate compensation to the petitioners for their illegal, unconstitutional and undesirable arrest and for the loss they have suffered at the hands of the policemen.

The Supreme Court directed that the case shall be taken up after the vacation.

The other advocates who assisted Prof.Bhim Singh included B.S. Billowria, S.K. Bandopadhyay and others.  Mr. Sunil Fernandes and others appeared for the State of J&K.

Prof.Bhim Singh expressed happiness that this case which was filed by the Panthers Party in 2007 came to the final hearing after nine years by the Hon’ble Supreme Court.

PM Modi fails to deliver at Mata Vaishno Devi Shrine conclave in Katra

“It was all anti-climax at the end of PM Modi’s speech at the Mata Vaishno Devi Shrine University conclave this afternoon as Prime Minister Modi failed to mention a word about the PHE daily wagers numbering about 30,000, failed to address the sufferings and miserable plight of the hills of Mata Vaishno Devi now called as ‘baridars’ and have been literally turned as beggars in their own land. These baridars and their ancestors have been looking after the shrine for centuries without any benefit or gain.

          Several hundred Katra activists including their panches and sarpanches of Katra areas surrounding the university have been kept away under the threats of handcuffs by the police who have been protesting peacefully for their causes.”

          This was the reaction of Prof.Bhim Singh, Chief Patron of National Panthers Party from New Delhi camp office about PM Modi’s visit to Katra and his conquest of the peasantry and the Vaishno Devi owners who have been suffering for decades and demanding justice and equity.

          Prof.Bhim Singh wanted to know from Prime Minister Modi why he failed to mention the plight of the people who have been suffering at the hands of his half-a-partner with PDP in the state. Prime Minister could not mention a word about the suffering daily wagers in PHE, he could not mention a word about the miserable situation the masters of Vaishno Devi Shrine have been facing since their humiliating ouster. Prime Minister also could not address the open meeting and had to direct the security forces to prepare a security covered up hall in the Katra University  ground costing more than, as estimated, Rs.20 crores.

          Prof.Bhim Singh wanted to know from Modi about the plight of the labourers working on different projects for the shrine and for the service condition of the Shrine Board employees. He wanted to know the benefit of the latest hospital to the Katra division and the poor people. He also expressed surprise that Prime Minister could not open the Stadium by travelling about 500 meters ahead from the Shrine Board camp. He said that Prime Minister pressed the switch to open to perform the inauguration of the stadium. Was it due to the security risk?

          Prof.Bhim Singh expressed surprise that Prime Minister of India could not say a word to appeal the students of Baba Ghulam Shah Badshah University in Rajouri which was closed a few days back because of students unrest. The Prime Minister failed to say a word giving call to the students and youth in the Valley who have been staging demonstration against the state. Prof.Bhim Singh wondered whether Prime Minister Modi had any faint idea about the situation that has developed in different areas of J&K?

          Prof.Bhim Singh hoped that Prime Minister shall call an open meeting of the representative of all the recognized political parties in J&K including the representatives of the national parties functioning in J&K so that justice is done to all residents of J&K from all three regions. He said that Article 370 is a stumbling block in the way of integration of J&K with the rest of the country. He wondered why Prime Minister Modi is silent on this subject?
