Dogri Research Scholars in JU call on Prof. Bhim Singh, with their memoranda on their problems

jammu-=pressNearly two dozen Ph.D Scholars of Dogri Language Department in Jammu University met Prof. Bhim Singh, Chief Patron of NPP this morning with their strongly built memoranda on their problems they have been facing as scholars in Jammu University.

The scholars in their interaction they pleaded with Prof. Bhim Singh for  Panthers Party support to ensure a workable and genuine solution to the problems being faced by the scholars in Dogri language and the students in Jammu province. The scholars pleaded that Jammu Province is not provided educational facilities in Jammu Province. It is sad that districts of Poonch, Rajouri, Kishtwar, Doda and Ramban have not been provided a single school or college in the above said five districts when each district is having a sizable percentage of Dogri speaking state residents. The scholars told Prof Bhim Singh that there are 512 educational institutions in Jammu Province whereas with Dogri is start only in 60 institutions. The scholars said that this is tragedy that the Central University Kashmir is heaving ‘Kashmiri language’ as a subject in the list of syllabi. The biggest discrimination is noticed that the Central University in Jammu has not cared to include Dogri Subject in its syllabus.

  1. The Dogri Research Scholars submitted a memorandum demanding that Dogri should be included as a compulsory subject in all the colleges of Jammu Province.
  2. The Dogri scholars demanded that Dogri should be taught in all the higher secondary (10+2) schools in Jammu Province where Dogri has a prominent place among the local language.

iii.                              The Dogri scholars also demanded that Dogri should be included in the syllabus of 10+2 courses throughout Jammu Pradesh.

  1. The scholars also wanted that every educational institution where Dogri is included in the syllabus (60 colleges and several schools) as a compulsory subject.  The scholars regretted that the government of Jammu and Kashmir has proposed only four posts for teachers job in Dogri ignoring completely the demand for such teachers in the educational institutions where Dogri is included in the teaching syllabus.  Selecting four teachers for Dogri is not only discriminatory against the Dogri language but also an unforgivable fraud against the people of Jammu Pradesh.
  2. Those Dogri scholars of JU who were present in the meeting included Gopal Singh, Sonika Jasrotia, Manisha, Sheetal Sharma, Deepika Sharma, K. Khajuria, Rituraj Sharma, Sunil Kumar, Meenakshi, Asha Rani and others.
  3. Several senior leaders of the Panthers party were also present in the meeting included  Ms Anita Thakur State General Secretary, Rajesh Pargotra Provincial President, S. Paramjit Singh Marshal President PTU, Manoj Gupta, Shanker Chib and others.

 

Prof. Bhim Singh in a strong note to Shri Raj Nath Singh, the Union Home Minister urged to take this issue for consideration without delay so that the Dogri language which is in 8th schedule in Indian Constitution shall not fall victim to the conspiracy being hatched by handful of Congress–NC–PDP leaders who have been exploiting the people of Jammu and Kashmir for their personally interest and interest of some agencies working behind to sabotage the union of the state with the rest of the country.  Prof. Bhim Singh assured the scholars that he shall take up the matter before the Supreme Court of India to ensure justice and equity to the students of Dogri language.

Prof.Bhim Singh, a known as world traveller for peace (1967-1973) who travelled around the world on motorcycle for five years with a message of peace and human love made an appeal to the London voters to vote and support Ankit Love (Bhim Singh’s son) contesting for Mayor’s election in London. There are 12 candidates in the fray. Prof.Bhim Singh studied in India, UK and Cairo, represented J&K as Legislator for 15 years. Presently he takes free legal aid case in the Supreme Court, as Senior Advocate.    

Prof.Bhim Singh appreciated his son (Ankit Love) choice to reintroduce world’s centre of peace, human understanding which has been in co-existence with multiple faiths, religions and ideological shades. He said that the world in the 21st century has a lot to learn from the history of London and the sufferings it has undergone during the first world war and in the second.

Prof.Bhim Singh said that Ankit Love has taken a daring decision to carry the message of human co-existence and world peace by entering into the electoral battle for the post of Mayor of London,  with an idea as I understand, that he finds London a universally accepted space to carry the message of peace, human co-existence with dignity and for the end of all kinds of violence and wars. He reminds me of the message of Bertrand Russell of complete disarmament and struggle for world peace.                                                      

I appreciate the message which Ankit Love has communicated to bring peace and end the threat of nuclear war. He is born in India, naturally, he has been rightly arguing to end the threat of nuclear war between India and Pakistan. Ankit Love stands to end threats of any nuclear war anywhere in the world is the right message for the survival of the world today so that humanity lives in peace forever.

Prof. Bhim Singh, who is also the Founder of Jammu and Kashmir National Panthers Party expressed his solidarity with and support to the mission that has been undertaken by Ankit Love in London which itself can rightly be called as international centre of human co-existence and peace.

Prof.Bhim Singh said that idea of confederation among India, Pakistan and Bangladesh as the best solution to 69 years of ongoing armed conflict between India and Pakistan vis-à-vis Jammu and Kashmir. This confederation of the South Asian states would include a single currency, freedom of movement of goods, services and labour. As well as a unified foreign policy and defence, there by ending the potential of an apocalyptic nuclear war in the region.

In Love’s Confederation these states would be able to focus on economic growth raising hundreds of millions from poverty adding stability to the entire region. Love’s United Confederation would have potential to be the world’s eminent super power with the largest population of almost 1.7 billion.

Prof. Bhim Singh who has fought for justice, equality and equity of all regardless of religion or nationality has freed hundreds of Indian, Pakistani and Afghan prisoners held in illegal detention through the Supreme Court. Chief Justice P.N. Bhagwati has described him, “as a crusader for truth and justice.” He calls on all those in the cosmopolitan hub of London to come out in support of Ankit Love for the cause of World Peace now. Especially those who belong to the Indian, Pakistani and Bangladeshi communities there. These communities number substantially over 1 million which would give Ankit Love a clear win based on the last London elections in 2012 when Boris Johnson received 1 million votes.  

Prof. Bhim Singh believes if Ankit Love’s win in such fashion as the Leader of the One Love Party in London, which is the headquarter of the Commonwealth this movement of peace and prosperity would be an absolute success. It would generate a media frenzy as never seen before is history and ultimately resolve several conflicts including Kashmir. Thus ensuring a lasting peace in South Asia.

Prof.Bhim Singh said that Ankit Love’s initiative in the 21st century shall build new roads of human communication between the people of Latin America, Africa and Asia particularly the conflict ridden people in Asia. SC grants three weeks to UOI to file reply in Bhim Singh’s petition for release of Pakistani/Foreign prisoners illegally detained in Indian jails

A Division Bench of Supreme Court of India comprising JJ Mr. J Chelameshwar & Mr.Abhay Manohar Sapre granted three weeks to the Union of India to file a detailed reply in connection with the continuous detention of several Pakistani prisoners detained in different jails of India for several years. Some of them without trial and some of them without charges framed. This petition against the illegal, improper and mala fide detention of foreign prisoners, mostly Pakistanis and the citizens of POK was filed by the Panthers Party Chief Patron, Prof.Bhim Singh, Sr. Advocate in 2005 with a prayer to release all foreign prisoners, mostly citizens of Pakistan and residents of POK who have been languishing in different jails in the country since nineties.

            Prof.Bhim Singh submitted before the Supreme Court that the directions of this Hon’ble Court were not implemented by the Govt. of J&K as well as by the Union of India on different occasions and without any ground. Prof.Bhim Singh submitted that the Supreme Court of India has passed several orders/directions directing the Union of India and the Govt. of J&K to deport the foreign prisoners who had completed their respective sentences. Prof.Bhim Singh has been arguing in the Supreme Court of India that the Govt. of J&K has not implemented the Supreme Court orders nor Union of India has cared to implement the directions and the orders of the Supreme Court of India.

            Prof.Bhim Singh said that Supreme Court of India directed the Union of India and the Govt. of J&K on 27.01.2009 that, “Trial pending in the Court of Sessions Judge, Srinagar shall continue to proceed in that very court and same shall be concluded within a period of one year from today.” Prof.Bhim Singh said that the Supreme Court had directed the Union of India and the State Govt. to ensure that the trials of all the Pakistani accused were concluded within a period of one year. This order was made in 2009 by the Supreme Court of India. Prof.Bhim Singh said that there was several prisoners in Amritsar jail who have been languishing there even though they have exhausted their sentences for more than two years.

            Prof.Bhim Singh in his petition has prayed to Supreme Court of India for its intervention that all those foreign prisoners (mostly from Pakistan) who have completed more than 15 years in the Indian prisons may be repatriated as they have exhausted their life sentences as has been defined in the Indian Penal Code. The writ petition filed by Prof.Bhim Singh has urged the Supreme Court for the repatriation of the prisoners.

1Mr. Ghulam Nabi, s/o Fazal Din was arrested in 1995 under FIR no. RC 1(S)/95, CBI, u/s. 3/4 TADA. He was acquitted on 2nd March, 2009. He was also arrested in another FIR no. 261/95, u/s 2/3, E&IMCO. He has completed his sentence. His appeal no. 1743/2009 is pending according to the counter affidavit of the Union of India before the Hon’ble Supreme Court.

2.         That Ashiq Ali, s/o Warand Ali was arrested in 1994 at Khour (District Jammu) under FIR No.40/94, u/s. 14 FA, 3 PEI Act, 2/3 E&IMCO, P/S Khour, Jammu. It has been stated that he is undergoing sentence in Central Jail Amritsar. He has also completed 19 years. The Union of India may be directed to repatriate him in the interest of equity and justice.

3.         That Javed Hussain Shah, s/o Gulam Hussain Shah was arrested in 1998 under CR No. 11/98, u/s. 302, 326, 324, 435, IPC. Presently he is undergoing life sentence in Central Jail Jaipur. It is also a fit case for the deportation as he has completed 15 years in custody.

4.         That Abdul Hayee Mali, s/o Mohd. Ajmal Malik), presently lodged in Kot Bhalwal Jammu was arrested under FIR No. 177/96, u/s 307, 121, 122, 120-B RPC P/S Maisuma, Srinagar. He was acquitted in two other cases and has completed sentence in the third FIR. Has been shown as under trial in FIR no. 177/96. He has completed 17 years in detention and deserves to be repatriated.

5.         That Abdul Rashid Gani, s/o Abdul Kadar Shaikh was arrested in 1993 under TADA Special Case No. 119/94 u/s. 3 (2) & TADA 1987 150 (10) & 152 Rly Act. He is undergoing life sentence. He has completed nearly 20 years. This will be in the interest of justice and rule of law that the Union of India may also repatriate him.

6.         That Abdul  Rahi, s/o Majid Khan was arrested in 1994 under FIR no. 658/94, 364/364A/120 B/121A/121 IPC &  3/4 TADA Act, Connaught Place. He is undergoing sentence. It did not say how much is a quantum of sentence. This is a case where the prisoner has completed 20 years in prison. Deserves to be repatriated.

7.         That Mohd. Hussain, s/o Nazir Ahmed was arrested in 1997 under FIR no. 1102/1997. He is undergoing sentence. It doesn’t say how much is the quantum of the sentence. The Union of India may be directed to repatriate.

8.         That Mohd. Mubashir, s/o Mohd. Tahir was arrested in 1997 under FIR no. 132/1997. He is still facing the trial. It does not say where. Lodged in Central Jail Tihar. Union of India may be directed to repatriate him.

9.         Shahnawaz Malik, s/o Kandar Malik was arrested in 1998 under FIR no. 146/98 lodged in Central Jail, Jaipur. He has completed 15 years in prison. Deserve to be repatriated.

10.       That Dilawar Sain, s/o Hasan Sain was arrested in 1998 under FIR no. 274/98 lodged in Central Jail Jaipur. He has completed 15 years in prison. He also deserves to be repatriated.

11.       That Abdul Mateen s/o Hazi Mohd. Yakub was arrested in 1996 under FIR no. 177/97. He has already completed his life sentence after completing 16 years in jails. May be repatriated.

12.       That Mohamad Sharif was arrested in 1993 under FIR no. RC/6(S)927SIU/V/CBI at 05.08.1992 TADA Case No. 2/93, 7/93, 2/94 New Delhi RMD PS FIR no. 199/93. He has completed 20 years in prison. The Union of India may be directed to repatriate him.

13.       That Khalid Mehmood, s/o Mohd. Yusuf was arrested in 1994 under FIR no. 79/1994, 3(1) 3(3), 3(5), TADA, Gokul Puri. He has completed 19 years in prison. The Union of India may be directed to repatriate him.

14.       That Nazir Khan, s/o Hazi Lal Khan was arrested in 1994 under FIR no. 658/94 Connaught Place, 364/364-A, R/W 120-B & 121-A/22/124-A IPC & 14 F. Act & 3 & 4 TADA. He has completed 20 years in prison. The Union of India may be directed to repatriate him.

15.       That Nasir Mehmood Sdazoy, s/o Sakhi Mohd. was arrested in 1996 under FIR no. 184/2011, 323/324/34 IPC & 3/4 TADA, Connaught Place. He has completed 17 years in prison. The Union of India may be directed to repatriate him.

16.       That Md. Javed, s/o Mohd. Shafi was arrested in 1998 under SC No.34/98, 21/23/29 NDPS Act, P/S NCB. He has completed 15 years in prison. The Union of India may be directed to repatriate him.

17.       That Abdul Rahim, s/o Majid Khan was arrested in 1995 under FIR no. 658/94, 364/364-A/120B/121A/121 IPC & ¾ TADA, Connaught Place. He has completed 18 years in prison. The Union of India may be directed to repatriate him.

Prof.Bhim Singh has prayed the Supreme Court for its intervention in this regard to ensure that the foreign prisoners, mostly from Pakistan are repatriated who have completed more than 15 years in the Indian prisons.

JKNPP protests outside BJP office New Delhi for its double standards, arrested

BJP bashing Afzal Guru supporters in Delhi, hobnobbing with them in Kashmir: Harsh

20160315_111317 Strongly condemning what it described as the double standards of BJP, the JKNPP held a massive demonstration in front of the BJP Office in New Delhi today. The protesters led by Mr. Harsh Dev Singh, Chairman JKNPP, Mr. Balwant Singh Mankotia, State President JKNPP and Mr. Yashpal Kundal, State President, Young Panthers raised slogans of Bharat Mata Ki Jai, BJP Hai Hai, Dogali Rajneeti Nahin Chalegi… Nahin Chalegi.A strong contingent of police comprising more than 100 police personnel pounced upon JKNPP leaders, arrested them and detained them in Parliament Street Police Station.

Mr. Harsh Dev Singh while taking a dig on the BJP expressed his skepticism over the criminal silence of the Saffron party of J&K state over the sedition row. He said that in a dangerous time where the whole country was burning with outrage, the J&K unit of BJP meekly surrendered before the commands of PDP for the lust of power. Rebuking the incongruous and dichotomous stand of the BJP at the Centre and in the State, he said that BJP was showing chauvinistic posturing over the seditious row by harping on the detention of JNUSU leader Kanahiya Lal in the Union capital but on the other hand it had turned servile and speechless in the State. He reminisced that following the formation of the PDP-BJP coalition government, the Saffron Party remained tight lipped over the release of a separatist leader Masrat Alam by the incumbent Chief Minister who was detained for inciting sedition and spewing venom against the country in Kashmir. He said that during the 10 months of unholy regime there were several occasions when ISIS and Pakistan flags were waved in Kashmir amid anti India and pro Pak slogans but the State BJP cowardly surrendered to the whims of Kashmiri leaders. He asked the BJP that why those anti national elements were not booked under sedition and where was its nationalistic character when they were allowed to go scot free. He dared the State BJP to agitate on the issue emanated from the death anniversary of Parliament attack convict Afzal Guru or else face the wrath of the Nationalist Dogras.

20160315_111608Flabbergasted by the dual stand of the BJP over the JNU row, Mr. Harsh Dev Singh maintained that the Saffron brigade had become power corrupt and put its kernel philosophy at stake by remaining dumb over the issue only to explore another opportunity to ally with the PDP which always supported the Separatists and favoured dialogue with them. He wondered how could BJP cobble up with the PDP clan and coronate Mehbooba Mufti as the Chief Minister who glorified Afzal Guru as a Kashmiri hero and remained a staunch supporter and sympathizer of other separatists and anti-national elements. He pointed out that the PDP had put the unwarranted conditions before the BJP for considering a re-alliance which included talks with the separatists and, in such a scenario further concession by the BJP would expose its perfidious character at large. He added that it would embolden the separatists and other anti national elements who incite sedition and attempt to wage a war against the country.

Mr. Balwant Singh Mankotia and Mr. Yashpal Kundal said that the incidents like JNU should be deplored and denounced by all the sects of the society and maintained that all the National political parties instead of playing politics over the issue must unite irrespective of their ideologies and take a serious cognizance of anti India propaganda whether unleashed in New Delhi or Kashmir because the Nation is supreme. They said that the perpetrators of the obnoxious event should be stringently dealt under sedition so that a strong message was sent to the divisive forces who were hell bent to vitiate peace in Jammu and Kashmir and destabilize the Nation.

Prominent among those who were present and spoke on the occasion and were arrested included Gagan Pratap, S. Paramjit Marshal, Purshottam Parihar, Balbir Singh Happy, Mohan Lal, Sohan Lal, Amar Deep, Arun Dev Singh, Varun Jamwal, Devinder, Nitin, Raman Singh, Vipul Rana, Sandip Kumar, Sushil Kumar, Vivek Soni, Shivanshu, Kaku Ram, Dinesh Dutt, Khem Raj, Hukam Chand, Sheru Ram, Subhash Chander, Raju, Jagdish besides others.

NPP makes strong appeal to Parliament to intervene to ensure benefits of Fundamental Rights for residents of J&K

The people of J&K have been suffering and passing through miserable times since 1950, when Constitution of India was adopted by keeping the Indian citizens (residents of J&K) out of the scope of the Constitution. The Panthers Party is committed to ensure delivery of all fundamental rights to the residents of J&K so that they are not deprived of the benefits of Fundamental Rights.” Prof.Bhim Singh, Chief Patron of J&K National Panthers Party made this announcement while addressing large rallies of residents of Poonch District in Poonch and Surankote today.

Prof.Bhim Singh made strong appeal to the residents of Poonch District who have been living in most difficult times and dangerous situation as Line of Control (LoC) runs through the hills of Poonch District. Prof.Bhim Singh said that the only solution of the problems of J&K lies in reorganization of the state. He argued forcibly in favour of reorganization of J&K by establishing Jammu Pradesh and Kashmir Valley State with freedom to the people of Ladakh region for opting Union Territory Status.

Prof.Bhim Singh strongly pleaded to make the temporary borders between India and Pakistan soft so that the divided families in thousands may get opportunity to cross LoC from either side without any problem or without any security risk. He said that reoganization of the state is the only way to ensure justice to the people of three regions. He made strong appeal to the people of Ladakh, Kashmir and Jammu to join the movement launched by the Panthers Party for the reorganization of the State of J&K. Prof.Bhim Singh strongly pleaded that this mission for peace can be achieved by the intervention of the Parliament of India by amending Article 370. He said that people of J&K cannot enjoy the full freedom of India nor its privileges unless Article 370 is amended and the Parliament granted full power to intervene vis-à-vis J&K. He said that Parliament should intervene, amend Article 370 and empower Parliament to take care of all the subjects enumerated in Article 370. The subjects mentioned in List-II (State List) shall be transferred to the legislature of Jammu State and Kashmir Valley State.

The rally was also addressed in Poonch by the several state and the district leaders including Ms. Anita Thakur (General Secretary), Mr. Ashfaq Rana (President, Distt. Poonch), Sardar Zorawar Singh (Secretary-JKNPP), Mr. Kuldip Raj Sharma (District Vice President), Mr. Tariq Khan (State Secretary), Mr. Rashid Mukeri and Mr. Salim Ahmed, Advocate (General Secretary-Young Panthers). Several noted social activists including Haji Mohd. Kalai resigned from the Congress Party after 50 years of his involvement in the Congress and joined the Panthers Party. Ms. Jabeena Begum, District President of Muslim Rashtriya Manch (floated by the BJP) resigned from the party and joined the Panthers Party. She declared in public meeting that she will work for the establishment of Jammu Pradesh in the interest of communal harmony of the entire people.

The Panthers Party also held a strong rally in Surankote and declared that the Panthers Party shall fight for fundamental right for all the residents of J&K. Prof.Bhim Singh urged the Union Home Minister, Shri Rajnath Singh to intervene to ensure that young labour/youth from Rajouri-Poonch Districts should be provided passports to travel to Saudi Arabia or to other Gulf States where the young people go for work and earned money. Prof.Bhim Singh accused the administration that they have banned passports to the youth who are not matriculates with the result many young people have been deprived to travel to the Gulf countries to earn their livings.

Ms. Anita Thakur, General Secretary also constituted Women Wing of the Panthers Party in Rajouri and Poonch Districts with a mission that the women of these borders and hilly region of Jammu shall get an opportunity for full participation in the social and political activities.
