NPP condemn Brussels attack on humanity

The Panthers Party Session held on its 34th Foundation Anniversary at Dogra Hall, Jammu condemned the attack on innocent people in Brussels, Belgium yesterday and conveyed heartfelt condolences to the families of those who were killed in attack.

Prof. Bhim Singh called on the youth of the world to join hands and voice against all forms of terrorism in the world.  He said that violence cannot be accepted and deserves to be condemned by all.

Nearly five thousands activists of the Panthers Party gathered in the session condemned Brussels attack against humanity and called on UN to constitute a peace committee to denounce all forms of violence.   

NPP Supremo calls on Governor, N.N. Vohra Urging for immediate dissolution of J&K Assembly followed by fresh election

Prof.Bhim Singh, Chief Patron of NPP and Member of National Integration Council called Shri N.N. Vohra, the Governor of J&K urging for immediate dissolution of J&K Assembly so that fresh elections shall be held to ensure working of people’s government. Prof.Bhim Singh urged the Governor to understand the feelings of the people of J&K who have dismissed the present Assembly from their minds and looking for fresh election so that the seedlings of communalism and anti-nationalism on buried deep in the Jhelum and the Tawi.

          Prof.Bhim Singh in his meeting with Shri N.N. Vohra for nearly 35 minutes tried to convey the feelings of the people which he has understood from the mouth of the people during his 9-day hectic campaign from Jammu to Akhnoor, Sunderbani, Nowshera, Rajouri, Mendhar, Poonch, Surankote, Budhal, Mahore, Gool, Ramban, Batote, Bhaderwah, Doda, Kishtwar and on the return he visited Kud, Sudhmahadev, Chenani, Udhampur and several other areas during his 9-day Jammu State trotting. Prof.Bhim Singh informed Shri Vohra that there was no ration available in the rural areas and people have remained without ration for the past 3/4 months. There are no teachers in the schools, whereas 500 schools in northern pockets of Jammu Pradesh have been closed/shut. There is no drinking water and the people in the rural areas have been living in misery and pain because there is no governance at all. He informed the Governor that there is no doctors in the hospitals nor even compounders or medical assistance in the dispensaries. He said that there is only department functioning in the entire area and that is the police department.

          Prof.Bhim Singh said that the Governor heard him in full patience and he expressed hope that the Governor will be able to work out a scientific resolution of the present situation in the state.

NPP activists welcome Governor Rule in J&K Demand cancellation of polls, fresh election

A massive demonstration was held at Jantar Mantar, New Delhi by hundreds of Panthers Party activists this afternoon under the leadership of Prof.Bhim Singh to welcome the promulgation of Governor Rule in J&K which was the only alternative to save democracy, rule of law and dignity of the citizens from the anarchy and political mess in the state.

Prof.Bhim Singh in his petition to Shri Pranab Mukherjee, the President of India had urged for the imposition of Governor of Rule without delay to save 12 million citizens in J&K from further chaos, anarchy and lawlessness caused due to non-governance and unavailability of administration. He had urged the Governor for his immediate intervention to impose Governor Rule by accepting the recommendations of Shri N.N. Vohra, the Governor of J&K as there is no possibility to form a new government keeping in view the present vertical division of the legislators elected in the recently held polls. He accused the NC and the BJP to cause a political pollution by manipulating EVMs and rigging the polls. He also accused both the Central government led by BJP and the State government led by NC for holding election in violation of Supreme Court judgment dated 08.10.2013 directing the Election Commission of India to use ‘paper trail’ in the EVMs so that each voter shall know the consequence of the status of his/her vote so used.

Prof.Bhim Singh welcomed the imposition of Governor Rule imposed under section 92 of J&K Constitution as the Constitution of India nor its provisions are applicable in the state of J&K. Prof.Bhim Singh also demanded cancellation of the recently held Assembly election so that fresh elections in accordance with Supreme Court order may be held in the interest of democracy and rule of law.

Prof. Bhim Singh seeking immediate intervention of the J&K Governor to stop political blackmailing and horse-trading by political parties in J&K

Prof. Bhim Singh, Chief Patron of National Panthers Party made the following statement in a press conference at Jammu today seeking immediate intervention of the J&K Governor to stop political blackmailing and horse-trading by political parties in J&K.


“This is the right time that Shri N.N Vohra, the Governor of J&K shall act within the meaning and scope of the Constitution to stop horse-trading among the political parties in J&K which have recorded their roll in December 2014 Poll for the Assembly.


  1. That there is no political party which has won the people mandate evens the manipulation of the EVMs managed by the ruling parties namely BJP and NC have not given mandate to any political party.  Therefore, there is an urgent need to save the basics of parliamentary democracy in the state.
  2. That the political parties of the Valley namely PDP, NC have election manifestoes which stand totally opposite to the manifesto of Jammu-based political parties particularly the saffron BJP.
  3. That BJP has managed through manipulation of EVMs of 25 seats in Jammu out of 37.  Made fraudulent promises and spreading conflict and hatred to record their win.  The BJP’s manifesto is totally contradictory to PDP’s or NC’s.
  4. The NC and PDP both have stood on the old Dixon Plan by imposing American formula to divide state on communal line.  PDP’s Self-Rule and NC’s Greater Autonomy are two faces of the same coin.
  5. There could be no match to propose any coalition of BJP and PDP or PDP, NC or other independent MLAs who has gone to the poll with any abuse to the Constitution of India, Army and challenging the national integration.
  6. That the election to the Assembly is held in violation of the judgment of the Supreme Court dated October 8, 2013 where the Supreme Court had held that the present EVMs system needs overhauling and must be changed to keep people faith in elections.  The Supreme Court had directed the Election Commission of India and the Union Government to introduce ‘paper trail’ while polling so that the voter should know whether his/her vote has been cast the way he wanted.
  7. The only way is to stop political parties a blackmail, horse-trading, money-trading and encouraging political corruption.  The only way out is cancellation of the recently held polls and fresh elections by implementing the Supreme Court judegment.

I urge the Hon’ble Governor, Shri N.N Vohra to call off talks with political parties searching for power at the cost of the Constitution, rule of law and indulging in horse-trading and corrupt practices so that fresh election may be held in accordance with the judgment of the Supreme Court.”

Grave violation of MCC by Shri Narendra Modi

This is sad news for democracy in India that the Model Code of Conduct (MCC) is being flouted by a person no less than Shri Narendra Modi, Prime Minister of India.  I would like to present the following facts, which deserves urgent attention of Hon’ble CEC;

  1. The Prime Minister has been misusing his position as Prime Minister. Army helipads are used by him in J&K which are not available to other political parties.
  2. The Prime Minister has visited and still visiting each district in J&K at the expense of state. Crores of rupees are being spent for installing security covers, pillars and for decoration of political platform at the expense of state exchequer.
  3. The Prime Minister frequent aerial visits in Jammu and Kashmir has added to the political permission disturbing movement of all other political parties. This has denied the right of election campaign to all political parties except BJP.
  4. In this regard I shall refer two instances.  Shri Modi visited Srinagar on 8th December, 2014 on his election tour in Kashmir Valley.  Four meetings organized by JKNPP in Srinagar were cancelled as undeclared curfew was imposed in the entire Valley.  This also stopped all political parties to campaign in Kashmir Valley for two days.
  5. Mr. Modi visited two districts in Jammu Pradesh; Kathua and Rajouri where elections shall be held on 20th December, 2014.  All the routes leading to Jammu were automatically jammed for hours.  I was trapped in jam on the National Highway between Kathua and Jammu for hours with the result I could not attend any political meeting in Kathua District.
  6. That the election campaign in Jammu District could not be held because of Shri Modi’s rally in Jammu city.  Party Legislators namely Shri Balwant Singh Mankotia MLA President JKNPP and Shri Yashpal Kundal MLA State President Young Panthers were locked in traffic jam for hours from 2:00 p.m. to 6:00 p.m. with the result they could not attend any election campaign committee this day in Assembly Constituencies, Chhamb, Akhnoor, Domana and Marh.
  7. That the fundamental rights of the political parties have been grossly violated because of the unscheduled and improper public meetings of the Prime Minister.  The

State and Central machinery and agencies are being used to fetch the voters from far off places to gather them for the PM’s rallies.  This is talk of every person that each person so hired is being paid Rs. 300/- by the agencies with a promise that he/she shall get another Rs. 300/- if he/she votes for Modi.  How far is election free and fair? I would like to understand from the Hon’ble Chief Election Commissioner of India who is widely known for his integrity?

  1. This letter may be treated as a petition to be adjudicated on the principles of natural justice.

I would like to urge Hon’ble CEC to extend election in the 5th phase in J&K to another three days which have been lost because of Prime Minister Modi’s unscheduled and irregular visits to woo the voters.

Sir, this is in the interest of democracy and rule of law that all kind of corrupt practices should be stopped in the interest of Parliamentary Democracy and its future which stands threatened under new“Prime Minister Modi order”
