NPP Chief Patron bangs so-called All-Party Meeting on J&K this afternoon

Prof.Bhim Singh, Chief Patron of National Panthers Party and Sr. Advocate of Supreme Court expressed shock on the device erupted by the Prime Minister and his government to hold so-called meeting in New Delhi after the Parliament session today.

Prof.Bhim Singh described the initiative by the Union government as meaningless, non-productive and futile. He said that Kashmir Valley is on fire for the past 33 days, the human beings, citizens of India, have been subjected to grave inhuman treatment by the state which has failed to take cognizance in accordance with the law of the land and the Constitution of India.

Prof.Bhim Singh said that the decision of Modi government to send a delegation to Kashmir is like dispatching and envoy to the skies.

What the delegation shall convey to the suffering people of Kashmir?

What the delegation shall deliver to the people of Kashmir who have been kept in closed houses and homes without food, water and without any medical help or assistance for the past 33 days?

Where is the Constitution of J&K and where is its Section 92 which calls for immediate intervention of Governor? Governor is far away in the United States of America for the past two weeks. May be hospitalized, nobody knows about it except Modi government.

Where is the Director General of Police? For two weeks the police is without Director General in other words without the commander-in-chief.

Where is the President of India who has been vested with all powers under Article 370 to take care of the State of J&K? Where is the President of India who has got powers vested in him that of a viceroy? The children of Kashmir, citizens of India, are being shot by pellet guns like pigeons. Where is the democracy? Where is the rule of law? Where is Mahatma Gandhi non-violence? Where is Ahinsa Parmodharma? And Gandhi’s non-violence?

Prof.Bhim Singh said that the so-called all party meeting convened in Delhi this afternoon is a haux, unacceptable, undesirable and far away from the medicines which is required today to bring peace in Kashmir Valley with justice to the suffering people.

Prof.Bhim Singh said that he moved writ petition in Supreme Court a month back against pellets, state violence and torture seeking promulgation of Governor Rule under Section 92 of the Constitution of J&K. The case is listed in the Supreme Court on 22nd August, 2016. There is no Governor and no Director General of Police, all schools, colleges, government offices are shut. The High Court is not functioning because there is martial law in Kashmir for the 33 days.

Prof.Bhim Singh urged on the President of India to exercise his power under Article 370 read with Section 92 of J&K Constitution to impose Governor Rule without any delay. Healing touch is the necessity. Let the Parliament send its emissaries to J&K for healing touch.

Obama’s visit to Hiroshima means daring Apology

Prof.Bhim Singh, Chief Patron of National Panthers Party described US President Mr. Barack Obama’s visit to A-bomb burnt into ashes Hiroshima in 1945 by the US deserves commendations that US President representing a white majority state dared visit the victims of A-bomb of 1945 and dared shaking hands with A-bomb burnt patients.

Is it less than apology on the part of US President sitting on the heaps of atom and hydrogen bombs threatening the existence of the world? Prof.Bhim Singh congratulated President Obama for his daring visit to Hiroshima being a sitting President of the USA though hailing from a minority fraternity in the USA. Prof. Bhim Singh said that President Obama has committed several blunders during his presidency yet his most daring visit to Hiroshima as the US President and expressing concern over the fate of Japanese A-bomb victims of 1945 shall be written as a remarkable message of the US President.

Prof.Bhim Singh reminded President Obama that he (Bhim Singh) had an opportunity to meet several victims of suffering in the Treatment Centre in Hiroshima in 1972 during his peace mission on motorcycle around the world (1967-1973). He had an opportunity to visit several A-bomb attack survivors including the two namely, Eiji Hattori (73), Survivor & Takeo Sugiyama (85), Former Junior High School Teacher who have been under treatment in a Care Centre in Hiroshima. He said that several A-bomb burnt patients died in the caring centres ever since I visited Hiroshima in 1972. “I, as a peace monger who travelled the whole world on two-wheels on peace mission appealing for complete disarmament felt surprised that President of the United States of America, the Monarch of nuclear power in the world, dared visit Hiroshima which was perished and turned into ashes killing more than 200,000 people on the spot on August 6, 1945. Today President of that country has demonstrated moral strength of a ‘Black President’ of a country which has monopoly of nuclear weapons.” Prof.Bhim Singh had mentioned this Trauma Centres cries in his book, ‘Around the World on Motorcycle on Peace Mission’.

President Obama by his visit to Hiroshima ravaged by the USA has sent a Global message to the war mongers around the world that peace is the only way to save the world from turning to ashes. Peace is possible only when the masters of nuclear weapons and bombs shall decide to destroy/dismantle all the nuclear weapons in their control. This is only way to ensure that the world shall survive and the humanity shall live in peace, harmony and tranquility forever.

Prof.Bhim Singh in his message to President Obama said that the USA cannot be exempted from the commission of blunders which the USA has committed in the recent past vis-à-vis Iraq, Syria, Libya, Egypt and other places yet Mr. Obama deserves forgiveness for having demonstrated courage and will to express apology to the world for the grave offence (dropping atom bombs in Japan in 1945) committed by the USA in the second world war.

In his message to President Obama, Prof.Bhim Singh said bravo Obama. ‘Wisdom lies in daring’.

Solidarity Conference on Indo-Arab Relations NPP Supremo urges India to revive Nehru-Nasser era

ind-arab-2Addressing an august gathering of members of the diplomatic cops, media persons, members of the civil society, advocates and others, Prof.Bhim Singh proposed setting up an Indo-Arab Development Council with full representation to all the members of the League of the Arab States which should initiate fresh process to revive and strengthen the Indo-Arab relations in the field of politics, culture, art, science and modern technology. He also suggested for exchange of students of the Arab universities with the students of Indian universities, he proposed for a bigger exchange of the farmer forums between India and the Arab world to develop socio-cultural ties with the Arab world so that historical ties.

The conference also adopted a resolution with standing ovation to work for peace, promote peace, fight all kinds of terrorism so that peace returns to the Middle-East and to the rest of the world.

Among those who addressed the conference included Ambassador of Palestine, H.E. Mr. Adnan Abu Alhajaa. He expressed thanks to the successive governments of India for their cooperation to the people and the government of India to the Palestinian people. Others who addressed included Mr. Yunus Siddiqui, Mrs. Nasreen Hamid, Mrs. Usha Malhotra (Ex-MP), Mr. K.L. Malhotra and others. Several senior members of the diplomatic corps from several countries were present including the USA, Somalia, Egypt, Algeria, Ambassador of Bosnia, Sudan and other countries.

Excerpts of the opening speech delivered by Prof.Bhim Singh, Chairman (Hony.) of Indo-Palestine Friendship Society & Arab Solidarity Council on 16th June, 2015, eve of the Holy month of Ramzan-2015 at Constitution Club, New Delhi on the Indo-Arab relations are reproduced below:

“It is a historic conference held in New Delhi, capital of India, Bharata, the largest democracy of the world and lies on the labourhood of India. India, known as Hind in Arabic world and the language has been sharing cultural, social, historical and now modern scientific relations with Arab world. The Arab world is spread from the Middle-East (West Asia) to the East and North of great African continent.

I have an occasion to travel almost all the 22 Arab countries in the Middle-East and Africa. Perhaps, I was the only luckiest person in the world to cross Sahara Desert in 1970/71 from Morocco through Mauritania (Sahara) to Senegal. Enjoyed superb hospitality of the great Arabs. I also got an opportunity to travel from Khartoum (Sudan) through the Nile to Egypt. I got the opportunity to visit Palestine several times by surface from Amman to Palestine and also by air from Amman to Gaza strip besides from Cairo by air to Tel-Aviv. I with my team, Mrs. Nasreen Hamid and others were part of the team when we visited several countries in the Arab world including Gaza, Golan Heights, Jerusalem etc. We had an opportunity to talk to several prominent leaders in the Arab world and the present Israeli Prime Minister, Netanhayu on the Peace Prospects.

India had been playing a great and unique role after it attained freedom from the British rule in 1947. Contributions to lay the foundation of Indo-Arab relations by free India began with the the initiative of Nehru-Nasser era. The Arabs are inseparable neighbours of India geographically and we have centuries’ old relation with the Arab world in the field of culture, trade and in the 21st century we have many a miles to walk together in the field of science, culture, politics, trade and even language and history.

Hind is a popular name in the entire world. The Arab youth, artists and even the social activists love to recite Hindi songs they picked from the Indian films. The Indian cinema has played a unique role in promoting Indo-Arab cultural ties which deserves a fresh look to promote this sector.

Politically speaking India played marvelous innings in developing political and trade ties till Mrs. Indira Gandhi was the Prime Minister. It continued till Mr. Rajiv Gandhi was the Prime Minister. This is impression which I gathered from my interaction with a common man during my visits to the Arab world. There lies the need to accelerate this process to revive Indo-Arab ties at different levels.

Palestine has been the most important subject which was as dear to India as it is to the Arab world. In India, we don’t take it as a religious issue we take it as highly humanitarian issue which has been vindicated and supported by a dozen of Security Council (UN) Resolutions namely, 194, 242, 338 and others. We considered division of Palestine under Resolution 181 was a deep conspiracy of the Anglo-American Bloc to divide Palestine in 1947. The United Nations failure to ensure implementation of UN Resolutions vis-à-vis Palestine has been cause of unrest and conflict in the Middle-East. India has always supported the United Nations in this regard to implement UN Resolutions.

This conference is an initiative to work out new methods and plans to ensure that Palestine is granted statehood, with full sovereignty as was envisaged in Oslo Agreement and later approved by big countries including United States of America in Washington itself. Why Palestine is not granted statehood when UN partitioned Palestine and recognised Israel, a splinter unit as state? Why Israel was given a laxity in this regard? After agreement to grant full statehood with sovereign status to Palestine, why it has not been implemented till date?, what role the other big powers including India have played in this regard? Why Al-Aqsa is still under Israeli occupation?

India has a great role to play in this regard in the interest of global peace and peace in the Middle-East in particular in 21st century. The new leadership India has to relook into the entire history of the entire Arab world and the urgency to promote and strengthen India’s relations with the entire Arab world.

I would like to put on record some of the recommendations of this conference which deserve to be considered and taken on board on merit to promote ties with the Arab world.

1. India and the Arab world (Arab nations) should consider formation of an Indo-Arab Development Council. The Arab world can be represented through the League of Arab States. This Council should meet frequently and work out the fresh strategies and formations to develop trade, culture, educational ties, historical links. The Arab countries are mostly farmers’ majority states. There is a need to have Indo-Arab farmers’ development council as a part of the main council.

2. The University Grants Commission (India) should initiate direct process to work out joint missions for the exchange of educational delegations and historical connections.

3. India and the Arab world should also convene a meeting of the Non-Aligned Countries to seek cooperation and coordination from NAM countries for ensuring implementation of UN Resolutions so that the great people of Palestine may be given the statehood and their refugee problems are settled once for all.

4. India and the Arab world must develop the new era of communication so that visa at border or visa at the respective airports are available to the Indian citizens travelling to any Arab country and vice versa.

Ladies and gentlemen these are some humble suggestions I am placing before this august house to be considered. This is not enough time to consider all these suggestions. I propose to hold the next session for a full day so that our friends from the Parliament, media, civil society and diplomatic core may participate actively. All are welcome to give their views for consideration of the civil society in India and the Arab world”

Panthers hold special session in Delhi on 33rd Foundation Anniversary of the party

foundatinday-delhiA special session of the NPP was held in New Delhi, capital of India this afternoon to mark 33rd Foundation Anniversary of the party which was founded by Prof.Bhim Singh 33 years back on 23rd March, 1982 marking its rise on the day of martyrdom of Shaheed-e-Azam S. Bhagat Singh, Rajguru & Sukhdev in 1931.
Several hundred NPP volunteers took oath that each Panther all over the country shall fight for, ‘Sabke Saath–Haq-va-Insaaf’. The party volunteers also pledged that they shall fight from the streets to the legislatures and to the Supreme Court to seek justice to every depressed human being, society, class, creed, religion and region. The pledge was administered by party’s Supremo, Prof.Bhim Singh. The volunteers also pledged that they shall individually and collectively uphold the unity, integrity and sovereignty of the country and shall not allow any person or government to disturb centuries’ old composite culture which has been the light of India’s civilization. They also pledged to continue their fight for Ultimate Revolution at home and abroad with full strength to mobilize international opinion for complete disarmament, global peace and development.
The Panthers Party also expressed full solidarity with the people in the Arab world in their struggle against colonialism and outside interference. It expressed full solidarity with the people of Palestine in this struggle to establish an independent and sovereign state as was agreed by the big Nations in Oslo & Washington Accords signed between Palestinian Hero Yasir Arafat and Israeli Prime Minister. It hoped that Mr. Benjamin Netanyahu shall give up his extreme anti-Palestinian posture and accept the UN Resolutions on Palestine and Arab world which include 242, 338 and others.
Prof.Bhim Singh in his address to the Panthers Party activists called on them to complete the unfinished agenda on the internal conflicts in India including that of Jammu and Kashmir. He said that amendment in Article 370 is one of the main missions of the Panthers Party for full integration of J&K with the rest of the country. He also pleaded for the implementation of Rajiv Gandhi Accord with the Assamese leadership signed in 1985. He also expressed sympathy with the people in the North-East and other parts of the country for their equal participation and equal opportunities in the developmental works, employment, education and other fields.
   The prominent Panthers Party leaders who participated included Rajiv Jolly Khosla, Om Kishan, Shyam Sunder Sharma, Sanjay Kanaujia, Swaran Singh Yadav, Hari Babu Kaushik, Javed Qureshi, B.K. Khosla, Mahesh Kumar, Ajeet Singh, Swami Bhawani Maharaj, Navin Sharma, Sushil Khanna, Kali Ram Tomar, Ranvir Rathore, Ranjan, A.J. Rajan, David A. Johnson and others.

J&K Governor urged for urgent ordinance on Jammu Migrants, Delimitation

In a special communication to Shri N.N. Vohra, the Governor of J&K, NPP Supremo has pressed for a special ordinance to hold delimitation of the Assembly constituencies in J&K which has been deprived to J&K for the past quarter of a century.

He told the Governor that J&K was the only state in India where delimitation was not held in spite of the fact that delimitation of the Districts, Blocks and Tehsils was held in 2006 only to please the power hungry leadership of the Kashmir Valley. He pointed out that 10 additional districts were created in utter infringement of Wazir Commission. In fact, Kashmir was dissected into negligible areas. He further expressed deep concern that in J&K, a single Assembly constituency falls in two or even three districts e.g. Gool-Arnas Assembly constituency falls in Ramban and Reasi Districts, Inderwal Assembly constituency falls in Kishtwar and Doda Districts. Hiranagar Assembly constituency falls in Samba and Kathua Districts. Same is the case with several Assembly constituencies in the Valley. On the other hand there is a grave discrimination in geographical adjustments of the areas e.g. Zanskar (Ladakh) Assembly constituency has been tagged with four patwars of Kargil only to reduce Buddhist majority in the constituency. To hit Pahari fraternity, Tangdhar (Karnah) has been tagged with Keran in Kupwara district when Keran area remains cut off for six months from Karnah because of the snowfall and there is no geographical affinity of the two sectors. To reduce Chenani constituency into a SC (reserved) majority, four patwars of District Reasi have been tagged with Chenani (Udhampur District), 50 kms. gap between the two sectors similarly Jathana in Kathua District (a frozen Iceland) has been tagged with Billawar, nearly 100 kms. away from Billawar and there is no contiguity or geographical affinity of two areas. He pointed out several other deficiencies which were caused by the national government and a perfect understanding among the Kashmiri leadership only for the purpose of playing fraud with the people and keeping them deprived of their genuine electoral right.

Prof.Bhim Singh regretted that Mufti Mohd. Sayeed through signed CMP with Congress and Panthers in 2002 to hold delimitation but Mr. Mufti joined hand with National Conference to keep J&K out of delimitation process.

Besides, seven constituencies in J&K are reserved for SC and all the seven are in Jammu Pradesh. These constituencies have been reserved since 1996 and there is no hope even to consider any change till after the census shall be held in 2031. He blamed the Congress, National Conference, PDP and BJP for this discrimination with the people. He regretted that the Supreme Court failed to appreciate when the JKNPP moved a writ petition for delimitation. He said the BJP’s role against Jammu was the same as that of Kashmiri leadership.

He said that Scheduled Tribes have remained worst sufferers because of a stop on delimitation. No political reservation has been given to them in spite of the fact that Gujjars, Bakerwals, Gaddies etc. were brought in the Schedule of Scheduled Castes by Prime Minister, Chander Shekhar on the petition of the Panthers Party in the nineties yet they have not been given any political reservation till today only because Kashmiri leadership as well as BJP are against this kind of reservation for different reasons.

Prof.Bhim Singh said that the Governor is fully competent to issue ordinance in this regard within the meaning of scope of J&K Constitution. He also urged the Governor to release a payment of Rs.21 crores in favour of Jammu Migrants as per affidavit filed by J&K government before the Supreme Court in 2006 that arrears of Talwara and other Jammu Migrants to the tune of Rs.21 crores were still pending. Those arrears have not been cleared. He demanded that all Jammu Migrants registered as such should be given the same relief in cash and kind which is being given to the Kashmiri migrants as per direction of the High Court of J&K on writ petition of JKNPP.
