NPP hold protest demonstration at Jantar-Mantar, New Delhi demanding urgent Governor rule in J&K

NPP activists held a protest demonstration at Jantar Mantar, New Delhi demanding Governor Rule in Jammu and Kashmir State to save the crown of India from devastation. The hundreds of Panthers Party activists led by Prof. Bhim Singh Chief Patron NPP and other senior leaders including Delhi Pradesh President, Shri Rajiv Jolly Khosla, Vice-President Shri Romesh Khajuria, General Secretary Mr. Beig and others made a strong protest at Jantar Mantar also five hundreds meter away from the Parliament House demanding imposition of Governor rule in the interest of general public and national interest without any delay.

The NPP demonstrators called on the President of India, Shri Pranav Mukherjee to exercise his exclusive power under article 370 of the Indian Constitution which empowers him alone to command Governor of J&K under section 92 of the J&K Constitution to impose Governor Rule in J&K by dismissing the state government in the national interest and security of the state.

Prof. Bhim Singh appealed to the Parliament of India and the national leadership to support this voice for the security and safety of the entire nation which is under a serious threat today. Prof. Bhim Singh also declared that Panthers Party shall sit on fast in front of Prime Minister House if Governor Rule is not imposed within 24 hours.

New Delhi, 19th July 2016:Admonishing Pakistan to refrain from its interference in the internal affairs of India, a strong contingent of Panthers party activists today staged a massive demonstration outside Pakistan High Commission, New Delhi which was spearheaded by Mr. Harsh Dev Singh Chairman JKNPP, Mr. Balwant Singh Mankotia State President JKNPP and Mr. Yashpal Kundal State President Young Panthers along with other leaders against  its overt and covert support to secessionists and terrorists in Jammu and Kashmir. Accusing Pakistan for converting Kashmir into a vortex of violence, the ardent protestors carrying National flags raised pro-India and anti-Pak slogans. The activists amidst the heated exchanges had scuffle with the security personnel following which the heavily armed cops aggressively pounced upon the leaders, manhandled them and arrested and detained them in the Chanakyapuri Police Station. The activists after the release assembled at Tara Mandal Chanakyapuri where the Panthers leaders continued their protest and addressed the gathering. Similar protests were also held at Jammu, Udhampur, Samba and Kathua.

hc-1Addressing the gathering on the occasion at Tara Mandal, New Delhi, Mr. Harsh Dev Singh lambasted Pakistan for its pernicious designs in aiding and abetting militancy in Jammu and Kashmir and elsewhere in the country with utterly malevolent, baleful and ulterior motives. He castigated Pakistan for its highly malicious and mischievous designs in sponsoring militancy particularly in J&K and pushing in proselytized traitors to vitiate peace and harmony on our side of the borders. Castigating Pakistan for its terror training camps, its Hawala deals, its drug trafficking, its moral and material support to secessionism besides its highly rancorous propaganda in the print and electronic media, against India, Mr. Singh lamented that Pak’s notoriety had assumed alarming an unacceptable proportions. He said that recent statement of Pakistan Prime Minister Nawaz Sharif endorsing all kinds of support to the secessionists in Kashmir besides expressing sympathies with the slain militant Burhan Wani should be an eye opener for the international community. Mr. Singh disclosed that PM of Pakistan crossed all  the limits when he recently announced to observe July 19thas ‘Black Day’ in protest against the ongoing Kashmir turbulence while addressing a cabinet meeting at Lahore’s Governor House. He said that was the reason Panthers Party chose the same day to lodge its protest against Pakistan and caution the rogue state to desist from poking its nose in Indian matters. He further divulged that Pakistan’s terror manufacturing antecedents were known the world over and the recent venomous rants of Hafiz Sayeed against India had only unveiled Pakistan being a terror exporting state. Castigating the hostile neighbour for its highly dubious deals, Mr. Singh cautioned Pakistan to break out from the mindset of improbity, deceit and belligerence that it has embarked upon and to stop meddling in the affairs of J&K. He further called for vacation of Pak aggression from the occupied territories of J&K which are very much a part of Jammu and Kashmir. He said that Union Parliament had also passed a resolution in 1994 for liberating POJK as this same fell within the domain of Indian Union. Ridiculing the BJP over its muscle flexing while in opposition, he questioned the Saffron Party that where had its jingoism and chauvinism vanished despite Pak’s brazen support to the Separatism in Kashmir. He said that JKNPP was constrained to lodge a protest as the State government has miserably failed to control the situation in Kashmir besides BJP despite its tall harangues and rhetorical overtures had abdicated its responsibility of questioning the belligerent nation over its misadventures and violent posturing.

Mr. Balwant Singh Mankotia while condemning Pakistan for inciting violence and trouble in J&K called upon the international community to take cognizance of the utter hostility and belligerence of the neighbouring country. He said that Pakistan had created dozens of terror groups in the name of ‘Jehad’ who were resorting to violence and propagating secession and separatism. He said that Jammu and Kashmir is an integral part of India and no power on earth can change this fact. Warning Pakistan to desist from its highly mischievous and hostile conduct, Mr. Mankotia said that the Union Govt. must give a blunt message to Pakistan restraining it from indulging in day dreaming on the issue of J&K. He said that the Nation was eagerly awaiting the tough posturing against Pakistani misadventures as emphatically proclaimed by Prime Minister, Mr. Narendra Modi on scores of occasions. He said that it must be clear to all that the National security is the top most priority and no compromise on the same is acceptable in any situation.

Mr. Yashpal Kundal called upon Pakistan to rein-in its paid agents in J&K and refrain from any further misadventures in the interests of peace in South Asia. He further maintained that increase in the frequency of the cease fire violations besides proxy war launched in the State of J&K by Pakistan called for stern measures against the rogue nation by taking the world community into confidence.

SC adjourns Pak-prisoners petition against illegal detention Bhim Singh urges deporation of all illegal prisoners

A Division Bench of Supreme Court of India comprising JJ J. Chelameshwar and Mr. Abhay Manohar Sapre today directed that the petition filed by Prof.Bhim Singh, Sr. Advocate against the illegal detention of about 800 Pak-prisoners shall be listed a week after for final hearing. The Supreme Court made this observation when Prof.Bhim Singh arguing the petition submitted that he filed a petition in 2005 against the illegal, unconstitutional and malafide detentions of nearly 800 Pakistanis while who had infiltrated to India by crossing borders from Pakistan side.

          Nearly 500 Pakistani prisoners have been deported back to Pakistan by the order of the Supreme Court of India on the writ petition filed by the Panthers Party connected social organizations and legal aid committee. The Supreme Court directed that the petition (Writ Petition No.310/2005 along with other writ petitions) filed against the illegal detention of Pakistani boys may be taken after a week.

          The Supreme Court had also directed Union of India and the State Govt. to move out all the foreign prisoners (most of them are Pakistanis) to the centres and shall be taken out of the prisons. The Union of India and State Govt. have been claiming that the foreign prisoners were not lodged in the prisons/jails. The Union of India in its affidavit filed this morning before the Supreme Court admitted that 59 Pakistani prisoners who have completed their sentences or against whom no offence was registered are still continuing in different lock-ups/jails in the country. Though, Sewa Sadan at Lampur, New Delhi has been set up but there are only two Pakistani prisoners namely Mohd. Kamar, s/o Mohd. Ameem and Abdul Jabar@Sikander, s/o Musa Ibrahim. Though, they have not been identified till date. The affidavit filed by the Union of India also admitted that there are two detenus in Alwar (Rajasthan) jail. They are Mr. Hamid, s/o Mohd. Hussain and Javed Isaim, s/o Mohd. Bux (no nationality mentioned). The affidavit filed this morning before the Supreme Court, the Union of India has admitted that there are about 20 foreign prisoners who have been detained in Amritsar prison in Punjab for several years with no offences registered against them. Interestingly, their addresses or country or origin has not been mentioned. Out of 20 unknown/with unknown citizenship there are three goongas (Deaf and dump) because they are goongas. This matter was referred by the Supreme Court of India to the Union of India to trace out the original connection of these prisoners. According to the information these prisoners have been lodged in detention centres along with other 16/17 Pak-prisoners in Amritsar jail called as Detention Centre Amritsar.    

          Prof.Bhim Singh has been arguing this case for years he also handed over several copies of judgments of the Supreme Court of India to the Pakistani lawyers and functionaries of Pakistan Supreme Court Bar Association. The Lawyers Congress of Pakistan in Lahore headed by Zulfiqar Ali Jehangir, Advocate in the Lahore High Court has been working hard to ensure that Govt. of Pakistan may trace out the relatives of these goongas.

          According to the affidavit of the Union Home Ministry there are 22 prisoners from Pakistan who have been in jail for several years and detained in the so-called Detention Centre, JIC, Bhuj in Gujarat.

          The Supreme Court of India in its strict order had directed all the states and Union of India to shift all such foreign prisoners who are not convicts and have no case pending against them to some independent areas. It is unfortunate that there is only one such centre in New Delhi called Sewa Sadan Lampur which has only two foreign prisoners. The Union of India has admitted this day in the affidavit that there are 59 foreign prisoners who are not wanted in any case and are not involved in any offence. Only two of them are kept in Sewa Sadan, Delhi. 57 foreign prisoners are still detained in jails/prisons which is evident from the record which has been supplied by the Union of India to the Supreme Court. There is no Detention Centre even in J&K, Goa and several other states. This is admitted by the Union of India that five foreign prisoners (Pakistanis) have been detained in different jails, Rajouri, Lalaya Khan, s/o Shareen Khan, Central Jail, Kotbhalwal (Mrs. Rubina, w/o Mohd. Noor), in District Jail Jammu two foreign are detained namely Mr. Akhtar Hussain, s/o Noor Rehman and Mohd. Shafeeq, s/o Mohd. Shareef wheras Mohd. Iftikar, s/o Barhan Ali Khan has been detailed in Poonch District jail, J&K. They have been kept in illegal detention and in violation of the Supreme Court order/judgment.

          It is also interesting revelation by the Union Home Ministry that there are some non-Muslim names (persons) who have been detained for years in Gujarat jail (Bhuj). They are mentioned as Hiralal, s/o Ranamal (Srl. No.45), Laduben, w/o Hiralal, Najesha, s/o Hiralal, Khiyan, s/o Hiralal, Nanji, s/o Hiralal, Jagdish, Laxman, Narayan (all sons of Hiralal) and daughter of Hiralal Raqtuben (all these information through an affidavit by the Union of India was submitted before the Supreme Court this morning).

          On 11.02.2014, the Union of India had admitted in its affidavit that there were 265 Pakistani prisoners in jails and 131 fishermen.

          Prof.Bhim Singh submitted before the Supreme Court of India that the Govt. of India should release the names with photos to the Pakistani High Commission as almost all of the unidentified prisoners sulking in prisons belong to Pakistan. He has made a submission that all the prisoners not identified should be given the choice to go as a refugee in the United Nations refugee penal and choose a country of their choice. He said that they are all human being and cannot be treated like cattle.

          Prof.Bhim Singh has decided to send the list of the names with pictures if he is allowed to picture the unknown prisoners, to the Prime Minister of Pakistan to trace out their connection and send his representatives to escort the Pakistani prisoners from detention centres in India to Pakistan.

NPP Chief Patron condoles death of Mrs. Kamla Advani

Prof. Bhim Singh visited Advani’s residence this morning to express his heartfelt condolences to Shri Advani on the sad & unfortunate death of his wife, Mrs. Kamla Advani who expired yesterday. Prof.Bhim Singh was accompanied by several senior leaders of the Panthers Party and advocates of the Supreme Court.

Mrs. Kamla Advani expired yesterday at her residence, 30, Prithviraj Road, New Delhi. Several national leaders from different parts of the country visited Advani’s residence to convey their condolences. Delhi Pradesh Panthers Party held a condolence meeting at Jantar Mantar, New Delhi praying for peace for the departed soul in the heaven.

President urged to intervene for dismissal of J&K Govt. in the greater national interest & integration

Addressing a huge gathering of activists from different parts of the country and different political schools of thought, Prof.Bhim Singh urged Shri Pranab Mukherjee, the President of India to intervene under section 92 of J&K Constitution and Article 356 of Constitution of Indiawhich makes it obligatory for the President of India to assume to;

(a)          himself all or any of the functions of the state and further

(b)          declared that powers of the Legislature of the state shall be exercisable by or under the authority of Parliament.   

This is the absolute power vested in the President of India and it is in the interest of unity, integrity and the security of the country that the government in J&K be dismissed and the Governor of the state should be given all legislative and executive powers as provided in Section 92 of J&K Constitution.

This situation has arisen for several reasons mainly because of the collapse of the present government in J&K due to health condition of phentermine while he is under care in the intensive care center in AIIMS (All India Medical Institute, New Delhi). The enemies of the country across the Indian borders have been indulging in gross violation of international borders and Line of Control across J&K with an intention to sabotage peace in J&K thus endangering the security of the country.

Prof.Bhim Singh urged Shri Pranab Mukherjee, President of India for his urgent intervention by dismissing the present government in J&K and imposing Governor Rule under Section 92 of J&K Constitution read with Article 356 of Constitution of India in the interest of security of the entire nation which stands threatened. Pathankote episode is a living example.

Prof.Bhim Singh in his appeal to all the political parties in the country urged for the support in favour of Governor Rule in J&K (President’s rule in J&K cannot be imposed in J&K Constitution of India does not apply to J&K directly). The President’s rule can be extended six months’ after the Governor Rule.

Prof.Bhim Singh called all the political parties in the state including the Hurriyat Conference to support this move in the common interest of all the residents of the state so that peace does not suffer any casuality in the sub-continent. He also appealed to the Panthers Party activists to take this movement on the streets in J&K in the interest of peace, progress and security.
