Interim Constitution of POK written by legal experts of Pakistan in 1974 clearly states that all Legislative powers of theso-called ‘Azad Kashmir’ shall vest with the Legislative Council and not the Assembly. Legislative Council has 12 Members, half of them are elected from POK and remaining half are nominated by the Prime Minister of Pakistan who is the Chairman of the Legislative Council of POK. All the six nominated members shall be the citizens of Pakistan.

The Constitution of the so-called ‘Azad Kashmir’ makes it obligatory for every member of the Assembly and the Council and the Ministers of POK to swear an oath of allegiance to the Constitution of Pakistan. How great Azad Kashmir is that. Jammu and Kashmir has always remained a secular state and its Constitution in J&K clearly states that it shall be a democratic state with secular outlook. In POK they have adopted Islamic Doctrine where religion is superior to the State Constitution. This is the main reason that people of Jammu and Kashmir rejected the two-nation theory, 1947 and later refused to be part of Pakistan which is governed by Islamic jurisprudence.

The people of Jammu and Kashmir have been living in freedom and in such atmosphere where every citizen have right to freedom of religion, speech, writings and expression. This was the reason that people of J&K has rejected Pakistan once for all.

Intra J&K, Heart to Heart Talks initiative by Prof. Bhim Singh and Sardar Mohd. Abdul Qayyum Khan has made powerful inroads into the old broken facts of POK. The two leaders from their respective sides have succeded in conveying the message of love and affection which remain obstructed for more than half a century.

The Indian Prime Minister, Dr. Manmohan Singh who enjoys unlimited popularity and the acceptability at all levels from grassroot to the corridors of the universities has a determination to seek the lasting resolution of the situation in J&K. His important working group-V which he constituted two years’ back has not yet submitted its final report regarding State-Centre relations.

Dr. Manmohan Singh has both wisdom and courage to take decision in the national interest and for the establishment of permanent peace in the sub-continent.

The real issue is neither J&K nor POK for the USA, it is only the future of LoC?
