Delimitation in J&K  Stalled by Azad & Farooq

New Delhi: Prof. Bhim Singh, Chairman, JKNPP who remained closely associated with the top Congress brass on the issue of Delimitation of the Assembly Constituencies in J&K right since 2002 the day Congress and PDP leadership signed agreement with the Panthers Party in New Delhi after a prolonged meeting. The Panthers Party Chairman accused Mr. Azad for defeating its own commitment by using Farooq Abdullah his anti-Jammu NC to oppose the Delimitation in the press. He said that the Bill introduced in the Assembly was an eyewash to confuse the people in J&K and blackmail the Congress leadership in Delhi who wanted to implement the promise made in the CMP. What was the Bill? The Bill had proposed to increase 25% of the Assembly seats in the respective regions. This would have further reduced the ration of sets in the Jammu region.

Secondly as long as the state is one unit the legislature cannot distribute the number of seats on the regional level. The Panthers Party had raised this issue. Mr. Azad sought the help of National Conference to defeat this move because it were NCand the BJP who had made this law in 2002.

The Chairman reminded the people of Jammu who have always hugged the BJP that it were the BJP Govt. in the Centre which had frozen the number of seats in the Lok Sabha and in the Assemblies till the census taken after 2026. Farooq Abdullah had implemented BJP Command by enacting a law to freeze delimitation in J&K in the presence of 8 BJP MLAs in 2002 who supported NC bill freezing delimitation of the Assembly seats.BJP’s support to the NC was clear when it did not choose to support the Delimitation petition of the JKNPP in the Jammu wing of the High Court.Prof Bhim Singh blasted the Statement of Mr. Azad on delimitation accusing him for betraying the people vis-ŕ-vis delimitation of the Assembly constituencies which were created by the Congress and NC. Prof. Bhim Singh asked Mr. Azad if he thought that Mrs. Indira Gandhi, the then Prime Minister in 1984 was wrong when she declared in public that ‘Dr Farooq Abdullah was a security risk and totally unreliable’. Does Union Health Minister agree with the unconditional apology Mr. Omar Abdullah tendered to President of Pakistan in 2007 during Pugwash Conference on Sheikh Abdullah’s ‘blunder’ to join the Union of India?
