NPP Supremo invited to participate in ‘Main Mathura Hun’

Prof.Bhim Singh, Chief Patron of National Panthers Party was invited to participate in three-day seminar, ‘Main Mathura Hun’ organized by Neo News Channel, Mathura, known for thousands of years relations with Lord Krishna. Several prominent politicians, historians, intellectuals, media persons are participating in the seminar.

Prof.Bhim Singh gave the message of unity, integrity and oneness of India. He congratulated the organizers and assured full cooperation from Jammu and Kashmir. He said that only way out to strengthen National Integration is one Flag and one Constitution from Kanyakumari to Kashmir so that secular India shall grow as one Nation with justice and equality for all.

First time ‘no’ by SC for early hearing of WP 578/2001 against rehabilitation of 5 Lacs Pakistani citizens in J&K

The Chief Justice of the Supreme Court of India, Hon’ble Mr. Justice J.S. Khehar presiding over a Division Bench this morning refused early listing of a Writ Petition No. 578/2001 filed by J&K National Panthers Party. Prof.Bhim Singh, Sr. Advocate who mentioned this matter before first Division Bench presided over by the Hon’ble Chief Justice of India urging on the Chief Justice for early hearing of the said writ petition which was filed by the J&K National Panthers Party in 2001 challenging the Jammu and Kashmir so-called Rehabilitation Act which was passed in 1981 when Sheikh Mohd. Abdullah was the Chief Minister of J&K with the mission as was stated by the then Chief Minister, Sheikh Abdullah himself to ensure return of about 500,000 Pakistani citizens who had migrated to Pakistan during the partition of India in 1947. The Act passed by Sheikh Mohd. Abdullah and supported by all the parties and legislators except Prof.Bhim Singh who was an MLA of the Congress Party. This Act provided that all those persons who had migrated to Pakistan in 1947 during and after partition had right to return. This right to return and rehabilitate in J&K was applicable to the descendants of the migrants as well. According to the mathematical calculation at that time this Law if implemented would bring about five lacs Pakistani citizens to J&K in 1981. It would have brought more than 100,000 Pakistani trained soldiers to J&K under the excuse of J&K Rehabilitation Law.

            Prof.Bhim Singh filed the writ petition before the Hon’ble Supreme Court of India which was opposed by Sr. Advocate Shri Ram Jethmalani and assisted by the Union of India. The Panthers Party was represented by Shri K.K. Venugopal (presently the Attorney-General of India), Prof.Bhim Singh and other senior advocates. The Supreme Court stayed the operation of this order in 2001. The Govt. headed by Mrs. Indira Gandhi as Prime Minister of India in 1984 referred this legislation of J&K Assembly to the President of India (Hon’ble Giani Jail Singh was the then President of India). This matter remained in the dustbin of the Supreme Court of India from 1984 to 2001. On the request of Prof.Bhim Singh representing J&K National Panthers Party, this matter was heard by the Supreme Court of India which returned the reference of the President of India in three words, ‘Returned, unanswered, respectfully’. The J&K Govt. headed by Dr. Farooq Abdullah declared to implement this Law immediately in 2001 after the Supreme Court returned the reference. At this stage J&K National Panthers Party moved an urgent writ petition mentioned above before the Hon’ble Supreme Court of India.      

            This Law was challenged by the Panthers Party and stayed by a Division Bench of the Supreme Court presided over by Justice Chennapa Reddy. In 2008, this petition was referred to the Constitution Bench by Division Bench of the Supreme Court. From 2008 to 2016 when no Bench was constituted for this case, Prof.Bhim Singh moved another CMP before the Supreme Court. The three judges Bench comprising of Hon’ble Mr. Justice Ranjan Gogoi, Hon’ble Mr. Justice Prafulla C. Pant and Hon’ble Mr. Justice A.M. Khanwilkar. After hearing the matter on 16th August, 2016, the three judges Bench passed the following order:-

            “We have heard the learned counsels for the parties on the question as to whether these writ petitions ought to be referred to the Constitution bench.

            We have perused the order dated 23.10.2008 by which the Division Bench of this Court had actually referred these matters to the Constitution Bench. However, on the orders of the Hon’ble the Chief Justice of India, on the administrative side, these matters have been posted before this Bench (3 Judges). This Court, therefore, will take up thes ematters fro hearing, and if it becomes so necessary, will consider making a reference to the Constitution Bench under the provisions of Article 145 (3) of the Constitution of India.

            List these writ petitions for hearing after four weeks.”

            Prof.Bhim Singh mentioned this matter before the summer vacation urging the Hon’ble Chief Justice for listing the matter at the earliest so that the confusion created by this order and infiltration from across the LoC is checked with a strong hand.

            Prof.Bhim Singh expressed his unhappiness on the ‘no’ by the Hon’ble Chief Justice of India for early hearing and announced that he shall file an intervention application before the Supreme Court to hear the matter at the earliest in the interest of security and safety of the international borders and LoC so that the unwanted and undesirable illegal infiltration shall be stopped forthwith.

NPP, J&K State Legal Aid Committee pay homage to Dr. Mehmood-ur-Rehman, Former VC of AMU

A massive gathering of political and social activists as well as former diplomats and IAS officers was held in New Delhi this afternoon which paid heavy tributes to Dr. Mehmood-ur-Rehman, former Additional Chief Secretary in J&K, former Vice-Chancellor of Aligarh Muslim University, former Chairman, Bombay Mercantile Co-op Bank Ltd. and also former Secretary in the Union Govt. who made tremendous contributions in the field of diplomacy, international relations, administrative skills, as well as in the field of education as was evident from his superb performance as the Vice-Chancellor of Aligarh Muslim University from 1995 to 2000.

Prof.Bhim Singh, Sr. Advocate, Supreme Court of India, Founder of J&K National Panthers Party who remained one of the closest associates and friend of Dr. Mehmood-ur-Rehman in his farewell salaam to Dr. Mehmood-ur-Rehman recalled the contributions of Dr. Mehmood-ur-Rehman which he made in Jammu and Kashmir at a time when the entire State of J&K was engulfed in the fire of death and destruction in the nineties. He said that all the shutters of the politicians and social activists were closed in the nineties when the doors of Dr. Mehmood-ur-Rehman in J&K as Home Commissioner of the State remained open for all around the clock. He said that Dr. Mehmood-ur-Rehman played a most positive role and he devoted all his time under the rains of guns and bullets looking after the people in Kashmir who needed help and protection.

Dr. Mehmood-ur-Rehman was assigned most difficult job in Aligarh Muslim University in 1995 when the entire situation in the region was on the boil and discipline did not exist in the dictionary in that region of Uttar Pradesh. In five years Dr. Mehmood-ur-Rehman generated a climate of love and affection, goodwill was generated all round in the university. The students started going to the classes, the teachers started taking the classes and social activism was generated once again in the corridors of Aligarh Muslim University. Prof.Bhim Singh said that he had an opportunity to assist Dr. Mehmood-ur-Rehman in those days as visiting professor as well as legal aid advisor to the Vice-Chancellor. Prof.Bhim Singh said that 140 students of AMU were expelled from the university in 1965 following an unfortunate incident in which the then Vice-Chancellor was hurt and about 150 students including Bhim Singh, Bashir Ahmed Khan (Former President-AMU), Tasleem Ahmed Khan (Former Secretary of the Union), Shri Abdul Basit and several other prominent student leaders had to remain in jail for about seven months. All were expelled from the University in 1965. It was Dr. Mehmood-ur-Rehman in 1998 who gathered a massive AMU students rally in the historic lawns of the university where the expulsion orders against Bhim Singh and others were publicly withdrawn which gave a new lease of life to him and several others.

Prof.Bhim Singh also assisted Dr. Mehmood-ur-Rehman as a Legal Advisor of Bombay Mercantile Co-op Bank Ltd, which was revived by chrismatic and magical operations of Dr. Mehmood-ur-Rehman.

Prof.Bhim Singh also expressed heartfelt condolences to the members of the family of Dr. Mehmood-ur-Rehman in the special conference held in B.K. Dutt Colony, Jor Bagh, New Delhi.

Prominent among those who were present Rajiv Jolly Khosla, President-DPNPP, Romesh Khajuria, Sr. Vice President, B.S. Billowria, Advocate, National General Secretary, Kali Ram Tomar, social activist, Swaran Singh Yadav, Mrs. Sudesh Dogra Anil Sharma, Mahadev, Dildar Hussain Beg, Santosh Kumar Singh, Om Kishan, Rajan, and others.

Prof.Bhim Singh announced that he shall edit a book on the performances and contributions of Dr. Mehmood-ur-Rehman as a bureaucrat, as an educationist, as a social reformer and above all, as super human being who was an edifice of the composite culture that India represents for centuries.

NPP reminds Indian Prime Minister how PM missed basic issue of sovereignty of Palestine

Prof.Bhim Singh, Chief Patron of National Panthers Party & expert on the history of creation of Zionist State of Israel and its legitimacy today expressed serious concern on the deliberate failure of Shri Narendra Modi, the Indian Prime Minister (presently in Israel) to take up the strong issues relating to Israel and Palestine problem threatening the world peace that can plunge the whole world into war as it had happened earlier. Prof.Bhim Singh questioned Indian Prime Minister Shri Narendra Modi about his real intention/mission to visit the Zionist State (a divided zone of Palestine) without touching Palestine being the first Indian Prime Minister to visit a splinter State of Palestine called Israel.

Prof.Bhim Singh questioned Prime Minister Modi to let the entire country know what was his mission to visit Israel, ignoring India’s centuries old friend, Palestine. How much his visit cost and how many Indian Jews he called on? Why he failed to visit Beersheba, a small District in Israel where majority of the Indian Jews have been residing in pain and even under nourished. Prof.Bhim Singh had called on the protesting Indian Jews in Beersheba (Israel) in 1971 during his world tour on peace mission. He had also mentioned the plight of the Indian Jews which he said continues to be the same. The Indian Jews have been treated as cleaners and still their condition is the same. Not a single office is held by the Indian Jews in the entire Jewish society in Israel. There is not a single Indian Jews holding any responsible rank in the Jewish Army in Israel. This was the situation when he visited Israel and it continues to be the same even today. Bhim Singh said with all responsibilities. Why Prime Minister addressed the so-called gathering of the  Indian Diaspora Jews in Tel-Aviv and not in Beersheba?

Prof.Bhim Singh said that so-called seven agreements signed by the Indian Prime Minister with his counter part Benjamin Netanyahu in Tel-Aviv do not mean anything for the benefit of Indian people, farmers, working class even for the scientists and researchers in India. He questioned Prime Minister’s statement asking Shri Modi what kind of mutual benefit the Indian farmers shall gain from his agreement with Israel out of the so-called Innovation Fund worth USD 40 millions.

Prof.Bhim Singh said that India is a leading country in the world which has been pursuing peaceful efforts to ensure that nuclear bombs are banned and there shall be peaceful co-existence among the nations in the world. He questioned complete silence of Shri Narendra Modi, the Indian Prime Minister hailing from the birthplace of Mahatma Gandhi that what kind of message he is carrying for the people of Palestine who have been squeezed to the bottom by Israel with the support of Anglo-American Bloc right since the illegal creation of Israel since 1948? What message Shri Modi ji carried for the great people of Palestine who have been suffering for centuries and now under the illegal occupation of Israel (illegal occupation of the land of Palestine has been announced by the United Nations in its Resolution 242) in 1965 when Israel illegally, forcibly and in utter violation of all International Laws took over control of entire land of peace, the land of Prophets. Prof.Bhim Singh asked Shri Modi ji could he pronounced his judgment on the declaration of Mahatma Gandhi in 1935—Palestine belongs to the Palestinians in the same way as England belongs to the English and France to the French.

Prof.Bhim Singh called the historians to announce their decision in GEO-LEO optical link and cooperation in Electric Propulsion for small satellites which has been signed by the Indian Prime Minister. Indian Prime Minister with Israeli Prime Minister agreed to do much more together to combat terrorism to protect their strategic interests. The people of great India would like to know from the Hon’ble Prime Minister how Shri Narendra Modi ignored our oldest historic relationship with the people of Palestine in particular and the Arab World in general who have been associated with our culture and civilisation for centuries? How Prime Minister ignored the advice of Mahatma Gandhi that Palestine belongs to the Palestinians? How Prime Minister ignored that it was Israel which has been using all undesirable, unacceptable, unpermissible and outdated means and methods to suppress and oppress the sons and daughters of Palestine seeking implementation of United Nations Resolutions mainly 181, 242, 338 and the rest so that the Palestinians shall also enjoy the basic human rights as the citizens of Palestine? Prof.Bhim Singh asked Shri Narendra Modi why he did not express India’s concern for the welfare and statehood for the people of Palestine who have been living in most humiliated situation and have not been granted the sovereignty by Israel and its sponsors in the West in violation of United Nations Resolutions even.

Prof.Bhim Singh declared that the National Panthers Party and Indo-Palestine Friendship Society shall hold an International Conference in India on the rights of Palestinians in 2017.

NPP Supremo dashed urgent letter to PM Modi expressing deep concern on his visit to Israel

“I am taking this liberty to write to your good self about the important message that your honour may kindly keep in mind during the first visit of the Indian Prime Minister to Israel, a Jewish State which came into existence after the partition of the State of Palestine under Resolution 181/1948 which sponsored by the Zionist group working in the USA.

1.                  This is important to have a look at Resolution 181 under which Palestine was divided rather a State of Israel was created by the partition of Palestine which had a composite culture representing Muslims, Christians and Jewish, most of whom had migrated from Germany after the Second World War.

2.                  That the Zionist lobby was supported by all the big power (5) in this process. China was represented in the UN by the Govt. of Chiang Kai-shek as a Permanent Member. He being a stooge in the hands of the US signed for China as its representative to create a Zionist State of Israel in 1948.

3.                  That India strongly opposed Resolution 181 for the partition of Palestine. Iran was among the countries which stood by India to oppose partition of Palestine.

4.                  That the partition plan was violated by the Zionist State of Israel who had gathered a Jewish Army mostly former trained Army men Germany and other European countries. The Jewish community started pouring into Israel from different parts of the world. Surprising about India’s Jewish community that most the Jewish from India were given free flights to rush to Israel. Many Indian Jewish, mostly from Bombay managed to flee back to India after the maltreatment by the white coloured Jewish from Europe. During 1971, I during my visit to Israel visited Beersheba and met several Jewish who were sitting on protest dharna demanding their return to Bombay. It was because of my interaction with the Indian Jewish in Beersheba that I was detained by Israeli soldiers and backed to Tel-Aviv, the capital of Israel and dispatched to first available flight to London visa Istanbul (this fact is mentioned in my book, ‘Around the World on Motorcycle on Peace Mission’.

5.                  That in 1967 Israel invaded entire Palestine and captured the Palestine State. India and many other Non-Aligned countries expressed strong resentment against Israeli aggression.

6.                  That in 1967 the Security Council of United Nations passed a strong Resolution no.242 in which the Security Council in its unanimous Resolution directed Israel to vacate the occupied territories of Palestine. The Resolution 242 (1967) on 22ndNovember, the Resolution stipulated that the establishment of a just and lasting peace should include the application of two principles;

*        Withdrawal of Israel armed forces from territories occupied in the recent conflict; and

*        Termination of all claims or states of belligerency and respect for an acknowledgement of the sovereignty, territorial integrity and political independence of every State in the area and their right to live in peace within secure and recognised boundaries free from threats or acts of force.

The resolution also affirmed the territorial inviolability of every State in the region and called for “achieving a just settlement of the refugee problem.”   

7.         Again a war broke out between Israel and its Arab neighbourers namely, Egypt and Jordan. A Resolution No.338 was unanimously passed by the Security Council. The Resolution again called on Israel to withdraw from all occupied areas of Palestine.

8.         That Israel has failed to implement its commitment to withdraw from many areas of Palestine. It has not even vacated the territories which fall within the municipal limits of Jerusalem in spite of repeated resolutions of different countries as well as that of the Security Council.

9.         That Israel has occupied more than one-third of the territories of Palestine in violation of Resolution 181 of 1948.

10.       That Israel has set up the Jewish new colonies described as New Settlements in East Jerusalem as well as in other areas of Palestine within the control of the Palestinian Liberation Government.

11.       That Israel has violated all resolutions of the United Nations as well as the Security Council. All these resolutions were supported by India right since 1948 till 2015.

12.       That India never thought of sending its Prime Minister to Israel by ignoring the wishes and opinion of the leadership of Palestine.

13.       That Prime Minister, Shri Narendra Modi is visiting Israel and tomorrow (4th July, 2017) the first Indian Prime Minister shall be in Israel, a country which was forced by the UN Resolution 181 and was created against the wishes of 51 Muslim countries as well as that of India who was Member of the Security Council at that time.

14.       That Prime Minister of India is visiting Israel that is his decision. I being an interested person who has seen, studied and visited every corner of Israel as well as that of Palestine. It is tragedy that Israel a splinter part of Palestine has been recognised by the United Nations whereas the original State of Palestine has not been recognised by most of the Members of the United Nations including United States of America and others. It is pety that Palestine has not been given a full membership of the United Nations which amounts to a tragic affairs prevailing within the four walls of United Nations.

15.       It is also sad that more than half of the countries of the world, Members of the United Nations General Assembly. Agree that Palestine should be recognised as a full Member of the United Nations and Israel should be commanded to implement all the resolutions of the United Nations passed by the Security Council right since 1948 till today without any failure. This is essential to ensure that world peace survives an humanity shall live in honour and glory till the world survives.

It is my earnest appeal to the Hon’ble Prime Minister to take care that half of the world is in favour of providing justice with equity to the people of Palestine and their state, Palestine. Israel must be told without any hesitation that she (Israel) must implement every clause of Article 242 and 338. Israel must vacate its control by its Army over the roofs of the Palestinians who have been living under the cover of terror created by Israeli Army since 1948. The Palestinians should have their right to live with dignity and honour as citizens of Palestine enjoying complete sovereignty with statehood. Of course, according to the Resolution of the United Nations namely, 118, East Jerusalem shall be the capital of the State of Palestine. It is for the Palestinians to work out their democratic system to govern their State. Not a single soldier in Israeli uniform should be seen within the four walls of Palestine. That is the message which the Prime Minister of India should convey to Israel within any hesitation. The history is witnessing this first visit of Indian Prime Minister to Israel.”
