President of India urged to impose Governor Rule without any delay to save J&K from disaster

 Prof.Bhim Singh, Chief Patron of National Panthers Party in a press conference held at Jammu, summer capital of J&K urged the President of India, Shri Pranab Mukherjee to invoke Section 92 of J&K Constitution to impose Governor Rule in the State of J&K which is passing through a hell and the people of J&K are facing death and destruction because the BJP-PDP government in J&K has ceased to exist for nearly one year.

NPP Supremo also appealed the students and the youth of Kashmir Valley to give Govt. of India a chance to withdraw guns from the Valley of Kashmir and ensure that peace returns to the bleeding Valley of Kashmir. Prof.Bhim Singh appealed the students and youth in the bleeding Valley of Kashmir to give some chance to the President of India to dismiss the present government, impose Governor Rule in the State of J&K and stop bloodshed and rule of guns.

Prof.Bhim Singh also appealed to the political activists including the Hurriyat Conference to ensure that human life is not lost and justice may return to every citizen of India residing in the State of J&K. Addressing a press conference at Jammu Press Club today Prof.Bhim Singh declared that if Governor Rule is not imposed the Panthers Party shall file another writ petition in the Supreme Court of India seeking its intervention directing the President of India to impose Governor Rule. President of India is the only competent authority to impose Governor Rule in J&K within the meaning and scope of Section 92 of J&K Constitution as the situation has been paralyzed and the children of the State in J&K are facing death and destruction at the hands of BJP-PDP government.

Prof.Bhim Singh also urged the Governor, Shri N.N. Vohra to declare election to the Legislative Council held a day before as void, unconstitutional and corrupt. He also demanded dissolution of the State Assembly without any delay.

Prof.Bhim Singh visited Kud-Batote area in Jammu province where more than one lac local residents/shopkeepers/youth/daily wagers have been rendered jobless because of the Chenani-Nashri Tunnel which was inaugurated by the Prime Minister of Inida, Shri Narendra Modi on April 3, 2017. Prof.Bhim Singh assured the suffering people of the area that Kud-Batote shall be exposed to the world as one of the leading tourist centres like Switzerland or Yugoslavia.    

Postponing Lok Sabha bye-elections in Kashmir–Prof.Bhim Singh

The following letter was submitted by Prof.Bhim Singh, Chief Patron of J&K National Panthers Party this afternoon to Dr. Nasim Zaidi, the Election Commissioner of India in New Delhi.

“This is submitted that the proposed election to two Parliamentary constituencies in Kashmir Valley,  J&K in winter period (April this year), is not feasible nor it shall be democratic step to hold election in the Valley when entire Valley has remained cut off for over two months from the rest of the country and when the entire Valley of Kashmir is cut off from the rest of the areas of the State itself for the past two months. This is submitted that the Chief Election Commission should have invited opinions of the experts and all recognised political parties of the State itself whether this was a right and appropriate period to hold elections that too for the two Parliamentary constituencies in the Valley.

  1. More than two-third of the electorates of the Kashmir Valley migrate to the adjoining States like the Punjab & Himachal Pradesh for earning their living as daily wagers in winter and that has been the case this year also. That factor has not been taken into consideration by the Election Commission of India while fixing the appropriate dates to hold bye-elections to the Lok Sabha created by resignation of two Lok Sabha Members.
  2. This is the period when the entire Valley stands under the grip of winter and snow-storm (chillikalan) in the Valley of Kashmir since centuries and no elections/general elections/bye-elections have ever been held in the Valley of Kashmir in such a weather/winter and under the snow-storm in the Valley of Kashmir.
  3. That more than half of the electorates cannot afford to return, even if they desire because of the weather condition and other reasons in the damn winter season and the whole world is aware of the fact.
  4. That the Govt. of J&K has shifted Secretariat to Jammu Tawi because of the weather and the wrath of winter in the Valley of Kashmir. This is shocking that the meeting of the Secretariat could not be held in Srinagar. The Secretariat shall move by the end of April 2017 from Jammu to Srinagar whereas great RSS-PDP Govt. is trying to hold elections to two seats (out of three) in the Valley in the snow-covered Valley of Kashmir in the second week of April 2017. Shocking, disgusting and totally unconstitutional and undesirable on the part of Election Commission of India to hold elections in the Valley of Kashmir when it is covered under the heaps of snow and surrounded by rain and snow-storms. When entire Kashmir Valley has remained cut off from Jammu province, constituent part of the State when majority of the electorates are working as a daily wagers outside of the Valley of Kashmir and majority of the electorates cannot return to exercise their right to franchise in the Valley of Kashmir, the great Emperor of India, Shri Narendra Modi is experimenting with the patience of the electorates of Kashmir.
  5. Shri Narendra Modi as a Prime Minister of India has stirred the entire national ethos by exercising unconstitutional power and by the breach of all principles of natural justice relating to electoral rules in Uttar Pradesh & Uttarakhand by thrashing all norms of democracy and rule of law. Does Prime Minister desire to create same kind of situation and electoral experiment in Kashmir.
  6. J&K is passing through a dangerous situation where democracy has been under threat by the planted leadership in the Valley and unconstitutional measures taken by the Central Govt. right from day one. It has been proved worst during the BJP rule in the Centre.
  7. This is humbly submitted that the Hon’ble Election Commission of India under the leadership of Dr. Nasim Zaidi may exercise his constitutional authority as the wisdom lies in daring and that too in the interest of unity, integrity and sovereignty of India from Kanyakumari to Kashmir by postponing the elections to two Parliamentary Constituencies which fall under snow-covered areas of Kashmir Valley which has remained cut off from the rest of the areas of the State itself besides totally cut off from the rest of the country.

This is humbly requested that the Hon’ble Chief Election Commissioner may call the meeting of the recognised parties of J&K itself to seek their opinion with the assurance that the electorates in J&K shall not be cheated by the ruling party of India, so far as the right to vote by the Kashmiri voters is concerned. Wisdom lies in daring and the Chief Election Commissioner of India shall have an opportunity to save faith in the minds of Kashmiri voters in the judgeship of the Election Commission of India. It is urged that bye-elections in Kashmir Valley may be postponed till June this year. The heavens shall not fall. Holding election in defiance of the rule of nature shall prove a disaster for Indian  democracy  in Kashmir.”

NPP Supremo urges President of India to invoke Sec.92 of J&K Constitution, imposed Governor Rule & save the State

Prof.Bhim Singh, Chief Patron, J&K National Panthers Party while addressing a press conference in Jammu Ashok at Jammu urged Shri Pranab Mukherjee, the President of India to invoke Section 92 of J&K Constitution without further delay so that Governor Rule is imposed in the State of J&K which has been on fire for nearly 14 months. Prof.Bhim Singh said that Governor is the only solution. The State Assembly needs to be dissolved without any delay and fresh elections should be held under Governor Rule.

          Addressing the press conference, Prof.Bhim Singh said that Flames in Kashmir can only be silenced when J&K is reorganized by establishing a State of Jammu Pradesh as well as in Kashmir Ghati (Kashmir Pradesh). The people of Ladakh region should have option to remain with Kashmir or Jammu or under the control of the Union as Union Territory.

          Prof.Bhim Singh expressed surprise that communal emotions are being put on flames by the ruling clique (PDP and BJP) only to surcharge the whole atmosphere on the national level with sectarian flames.

          Prof.Bhim Singh said that the recent Assembly elections in U.P. and Uttarakhand leave no doubt that Modi and company are adamant to establish a dictatorial state in the country as has been done during the recent elections. Prof.Bhim Singh said that the voting machines under Modi rule have threatened the roots of democracy in the country and the only way out is that elections in the country should be held by independent machinery and institution through ballot without the use of dubious electoral machines which can be managed, controlled or activated to the wishes and dictates of the ruling cliques as it happened in other states including in Jammu and Kashmir under the Congress rule.

          Prof.Bhim Singh said that J&K National Panthers Party shall be holding 34th Foundation Anniversary on 23rd March, 2017 in Jammu with a clear mission that tri-colour flag should unfurl from Kanyakumari to Kashmir and there shall be one Constitution with Fundamental Rights from Kashmir to Kanyakumari. The Panthers Party stands for urgent amendment in the Constitution of India so that Article 370 is amended so that there shall be one India, one Flag and one Constitution from Kanyakumari to Kashmir. That is the only solution to restore peace and normalcy in J&K when every Indian citizen residing in J&K shall enjoy all fruits guaranteed in the Fundamental Rights in the Indian Constitution.

Bhim Singh was presented Natraj statue & flowers by Kathua District Bar Association

Lawyers Bar Association at Kathua (J&K) presented a roses handset and Natraj statue in appreciation of Prof.Bhim Singh’s victory at the Supreme Court last month. Prof.Bhim Singh after a long legal battle before the Supreme Court of India succeeded to get a favourable order from the Supreme Court to hold election to the Bar Council of J&K for the first time in the history of the Bar Council of India. The Bar Council Act was not applicable to J&K right from the beginning. Prof.Bhim Singh through his writ petition made the Supreme Court of India realized that the lawyers fraternity in J&K was kept out of the scope of the domain of the Bar Council.

The High Court Bar Association, Jammu and lawyers fraternity group of lawyers headed by Shri Sawhney had facilitated Prof.Bhim Singh with great pump and show last month.

The President of Kathua Bar Association, Shri Arvind Gupta, its Vice President, Shri Ajatshatru Sharma and General Secretary Shri Rakesh Thakur introduced Prof.Bhim Singh to the lawyers fraternity of Kathua who were jam-packed in the Bar Association Hall of the District Courts. President of young lawyers committee Shri Anil Andotra also presented flowers bouquet to Prof.Bhim Singh hailing his untiring legal work for strengthening the National Integration of the State of J&K with the rest of the country.

Prof.Bhim Singh expressed heartfelt thanks to the lawyers fraternity quoting couple of examples where Bhim Singh as a prisoner in Kathua jail was given legal assistance by the then advocate Thakur Baldev Singh in 1961. Prof.Bhim Singh reminded the lawyers fraternity that he and his colleagues had lowered the State Flag in 1961 from the Jammu Secretariat after the death of Maharaja Hari Singh (Maharaja Hari Singh died in May 1961 in Bombay while in exile). Bhim Singh with several colleagues including Shri Opinder Khajuria, Shri Karan Dev Singh, Shri Raj Kumar Sehgal, Shri Brijmohan and other fellow students who accompaniedhim to lower the flag in 1961 (All of them have expired by this date). Prof.Bhim Singh declared that his mission was, is and shall be to get J&K fully integrated with the rest of the country which is possible only by amending Article 370. Prof.Bhim Singh said that people of Jammu in particular and J&K in general shall get justice only when State of J&K shall be fully integrated with the rest of the country with one Flag and one Constitution from Kanyakumari to Kashmir. He said that this is the only to ensure fruits of Fundamental Rights to all residents of J&K which was the dream of Maharaja Hari Singh who signed the Instrument of Accession on 26th October, 1947. He expressed his fellow lawyers that dream of Maharaja Hari Singh has not been realized till day by the Parliament of India.

Bhim Singh holds NPP activists conference at Jammu Urges Governor for Governor Rule

Prof. Bhim Singh, Chief Patron of National Panthers Party who reached Jammu this afternoon convened an urgent of the activists of NPSU, Trade Unions, Ex-servicemen, NPP workers at Panthers Party Headquarters, Jammu. Prof.Bhim Singh announced his programme to visit, Doda, Udhampur, Kathua and border areas of Jammu calling on the farmers, ex-servicemen, youth, students and all to participate in the 23rd March NPP celebrations on its 34th Foundation Day at Jammu. Prof.Bhim Singh with other activists of J&K laid the foundation of Panthers Party on 23rd March, 1982 calling for Ultimate Revolution to ensure that justice flows to every home and every door and none shall be deprived of his Fundamental Right which are enshrined in the Constitution of India though Chapter-III of the Constitution of India is not applicable to J&K because J&K has a separate Constitution for the past 70 years devoid Fundamental Rights.

          Prof.Bhim Singh shall be visiting his home District of Udhampur tomorrow. He along with Panthers Party leaders shall also address Panthers Party workers meeting at Ramnagar, Udhampur and other places. Prof.Bhim Singh shall also visit Kathua to attend District Bar Association meeting at Kathua which the Bar Association, Kathua and young advocates have organized to honour Prof.Bhim Singh on his unique victory in the Supreme Court which directed Bar Council of India to hold council election in J&K at the earliest for the first time in the legal history of J&K. Prof.Bhim Singh shall visit Billawar, Bani and other hill areas along with Panthers’ team.
