NPP Supremo calls on J&K leadership from both sides to sit at one place & work out a peaceful resolution

Prof.Bhim Singh, Chief Patron of National Panthers Party and Convenor of Coordination Committee of J&K Leaders & Intellectuals who has been interacting with the angry Kashmiri leaders and several senior leaders from other side of J&K presently under the control Pakistan.

            Prof.Bhim Singh has made a strong appeal to both the governments of India and Pakistan to allow the leaders and intellectuals of both sides namely, India and Pakistan to meet at a place either in India or in Pakistan so that the leadership and the intellectuals (civil society) can pave a role towards peace between India and Pakistan which is touching the boiling point at present.

            Prof.Bhim Singh a co-convenor of the leaders and the intellectuals from both sides of J&K made an appeal from New Delhi to the leadership of India and Pakistan to allow the leaders/representatives of political parties and the civil society from both sides of State of J&K as it existed till October, 1947 under the rule of the Maharaja of J&K. Prof.Bhim Singh said that the Coordination Committee of J&K Leaders and Intellectuals was chaired by Sardar Mohd. Qayyum Khan, a senior most leader on the Pak-side of J&K. The Coordination Committee, Prof.Bhim Singh as convenor convened most historic meeting in 2005 and again in 2007 under the chairmanship of Sardar Mohd.Qayyum Khan with Prof.Bhim Singh as its Convenor. Prof.Bhim Singh said that the Union Govt. of India was headed by Prime Minister, Sr. (Dr.) Manmohan Singh and it was a valuable contribution of the Indian Govt. under the Prime Ministership of Dr. Manmohan Singh who had personally invited Sardar Qayyum Khan at Prime Minister’s House for a discussion which is available from the record.

            Prof.Bhim Singh said that Dr.Karan Singh, former Maharaja of J&K had also played a very unique role for the success of this conference. Dr.Karan Singh invited all the POK representatives, nearly 30 of them, the sitting ministers and the legislators from different political parties from Pak-side of J&K in 2005 and 2007.

            Prof.Bhim Singh has urged the Indian Prime Minister, Shri Narendra Damodardas Modi to allow the Coordination Committee representatives from both sides of J&K to meet in Delhi or anywhere in India as Dr. Manmohan Singh has done it earlier. Prof.Bhim Singh expressed hope that Prime Minister Modi who is keen to save peace between India and Pakistan, shall be pleased to allow a private initiative by the Coordination Committee as it was done during the then Prime Minister, Dr. Manmohan Singh. Prof.Bhim Singh has also appealed Pak Minister Shri Nawaz Sharief to give a chance to the representatives of J&K including Gilgit-Baltistan to meet for lasting peace on the borders between India and Pakistan by supporting this conference.

            Prof.Bhim Singh urged both the Prime Ministers to give the Coordination Committee an opportunity to hold Intra J&K ‘Heart to Heart’ Talks in India and Pakistan, in case Pakistan has no reservation to hold such a meeting in Pakistan. Prof.Bhim Singh said that the prominent leadership from the both sides is being invited including Dr.Karan Singh, son of late Maharaja Hari Singh of J&K, Sardar Mohd.Attique Khan, son of Sardar Mohd. Qayyum Khan and all senior leaders of the Hurriyat Conference, and from other political parties of both sides of J&K.

            Prof.Bhim Singh expressed hope that the leadership from both sides of J&K and the civil society has capacity, commitment to peace and work together to ensure that India and Pakistan shall follow the path of peaceful co-existence so that India and Pakistan shall build peaceful role from across the borders and play a leading role in the world for ensuring peaceful co-existence among the nations in the world. Prof.Bhim Singh said that he is in touch with the leadership on both sides of the LoC and International Borders.

Conclusions of ‘Heart to Heart’ Talk Conference

This Intra J&K “Heart to Heart” Talk held in Jammu on 16th & 17th  of September and on 20th & 21st of September, 2005 in New Delhi organised by Indian Council of World Affairs and the Coordination Committee of J&K Leaders and Intellectuals. Sardar Mohd. Abdul Qayyum Khan, Prof. Bhim Singh and Sardar H.S. Josh issued the following conclusion of “Heart to Heart” Talk Conference.

 

  1. Expresses deep satisfaction over the first ever historic meeting of the representatives of Jammu and Kashmir state from both sides of Line of Control.

 

  1. Eagerly looks forward to subsequent meetings in the hope and expectations of helping the ongoing peace process to its logical end.

 

  1. Earnestly hopes that this Forum will be broadened to forge a consensus for further CBMs, including the reopening of old historic/traditional routes to facilitate people to people contact.

 

  1. Urges all the official and non-official institution to extend cooperation in this benevolent effort designed to promote greater understanding and help the peace process to reach its logical conclusion.

 

  1. Also intends to constitute Intra-Parliamentary Forum to promote contacts between parliamentarians on both sides.

 

  1. Especially welcomes the participation from Gilgit/Baltistan and looks forward to their participation in subsequent “Heart to Heart” Talks.

 

  1. Resolved to strive for rehabilitation of the displaced persons back to their homes.

 

  1. It also recommends to promote contacts between the youth on both sides to help the peace process with futuristic view.

 

  1. It urges all concerned to avoid all types of violence as is detrimental to peace and stability in the region.

 

  1. It recommends the two governments to rapidly increase the facilities of peoples movement across the Line of Control to promote better understanding. This needs drastic reduction in restrictions on the peoples movement.

 

  1. It recommends review of the detenus cases and declaration of General Amnesty to prisoners detained in each country.

 

  1. It also recommends review of the antagonistic propaganda against each others.

 

  1. It also recommends to both the governments to consider reducing the level of deployment of military and paramilitary forces on both sides.

 

  1. It suggests to both the governments to develop joint mechanism to address the social services in the state of Jammu and Kashmir, as a whole.

 

  1. It recommends that trade relations and tourism be revived as soon as possible.

 

  1. Gratefully acknowledges the cooperation extended by the Prime Minister of India and President of Pakistan in providing visa facilities.
