Empower Panchayats in J&K to defeat terrorism–Bhim Singh tells All India Panchayat Parishad

Prof.Bhim Singh, Chief Patron of National Panthers Party and Member of National Integration Council called on the national leadership to empower Panchayats in J&K by enforcing the provisions of National Panchayat Act so that the people in every village and every house are involved in the national mainstream. He regretted that election to the Block and District Presidents/Chairman have not been held for the past over three years because the ruling parties do not want the people’s participation in the developmental works.

Prof.Bhim Singh was addressing a national seminar of All India Panchayat Conference at the Auditorium of the India International Centre organised by the human being of All India Panchayat Committee which was attended by several Panchayat members from different parts of the country. The Chief Guest was Mr. Nitin Gadkari, Union Minister for Panchayats etc. The conference was presided by Mrs. Sujata, President of the Women Wing of All India Panchayat Parishad.

Prof.Bhim Singh told the cheering members of the panchayats that terrorism in J&K can be fought and defeated by the people at the grass root level through the panchayats as they did by defying the terrorist threats and participated in the Panchayat election.

Over 82% people (villagers) voted in the panchayat election, one-third being women members in every panchayat. He told the conference that panchayat is the most powerful weapon to defeat rather eliminates terrorism in the state once the panchayats are empowered and are given responsibility with resources for the local development. He introduced the President of J&K Panchayat Empowerment Committee, Shri Prixit Singh, Sarpanch, Bhugterian in Udhampur District who is the pioneer of the movement of setting Central Panchayat Act at motion in J&K. He said that it was this sarpanch who dared Mr. Rahul Gandhi in an open panchayat convention in Jammu challenging Mr. Rahul Gandhi and Congress failure to introduce 72nd & 73rd Amendment in J&K thus keeping the people of J&K alienated from the rest of the country vis-à-vis Panchayat Empowerment in the state. The Central Act was introduced in the Assembly yet never enforced by the Congress-NC rule. He accused BJP and PDP for pursuing anti-panchayat policy on the footsteps of Congress-NC rulers.

Prof.Bhim Singh while congratulating the women wing of All India Panchayat Conference to hold the national meeting in Delhi urged to pass a strong resolution for the enforcement of the Central Rules so that panchayats in state can play a distinguished role for National Integration.

Shri Umesh Sharma, President of Haryana Unit of All India Panchayat Parishad welcomed the delegates and appreciated Prof.Bhim Singh’s suggestion. Mrs. Sujata, President of the Women Wing, All India Panchayat Parishad accepted Prof.Bhim Singh’s invitation to hold next conference of All India Panchayat Parishad in J&K.
