Contractual government jobs’ offer One more fraud with youth, scratch it

Prof.Bhim Singh, Chief Patron of National Panthers Party condemned the new contractual jobs’ policy of J&K government which he said is most ruthless assault on the fundamental rights of the youth to work on the principles laid down by the Supreme Court, equal wages (salary) for equal job. He appealed the youth to reject this policy with all their might and strength and oppose, expose and depose the anti-people and anti-youth government in the state.

Prof.Bhim Singh reminded the youth that government of Sheikh Mohd. Abdullah in 1981 passed a Law to provide half of the salaries to the new recruitment in the government jobs. It was this author (Bhim Singh), who opposed the Sheikh’s government on this issue with result he was expelled by the Congress Party which was headed by Mufti Mohd. Sayeed. Prof.Bhim Singh was opposed by all sections of people including the Congress though he was Congress MLA at that time. Prof.Bhim Singh moved the High Court and got the state SRO quashed by the court. The division bench was headed by late Justice Bahuddin Farooqui, Chief Justice of J&K High Court. The government had to pay all the arrears to the employees including the police recruits in both Gazetted and Non-Gazetted ranks.

Prof.Bhim Singh reminded the Panthers Party workers and the youth that the Govt. of J&K repeated the same blunder in 2011 by the State government headed by the grandson of Sheikh Mohd. Abdullah. This time the Panthers Party filed a writ petition in Supreme Court which was transferred to the High Court of J&K. In the meantime, the government had to eat humble pie and reiterated a writ petition was filed by Young Panthers General Secretary, Mr. Vilakshan Singh, Advocate in 2012 for the payment of all arrears to the youth who were recruited between 2011 and 2012.

Prof.Bhim Singh said that it is now PDP-BJP government which has dared defy the rule of law and the decisions of the High Court by its colourable exercise to achieve the same target with mala fide intentions to deceive the youth in the name of contractual jobs. He said the contractual jobs are provided when there is a temporary vacancy or a small project to be accomplished within a short period. He said there are more than 40,000 government jobs in J&K and they have to be filled by a process of law mandated under Article 21 of the Constitution of India which is applicable to the State of J&K by the authority of the Supreme Court of India though there is no chapter on fundamental rights in the Constitution of J&K.

Prof.Bhim Singh has called the Legal Aid Committee of the JKNPP to take up the matter before the Hon’ble Court and file a case against the J&K government for the contempt of the Supreme Court and the High Court without delay. He assured the young man that the Panthers Party shall also fight for full justice to the SPOs, daily wagers, home guards, SSB & NYC volunteers also. A committee headed by Mr. B.B. Kotwal has also been constituted in this regard.

He also called on Panthers Trade Union, Young Panthers, Women Power, NPSU, Farmers Council and the District Panthers Committees to give a befitting reply to the government jointly under the leadership of Panthers Party.   



Pak should break out from the mindset of duplicity,deceit and belligerence:Harsh

Led by Mr. Harsh Dev Singh, Chairman and Former Minister hundreds of JKNPP leaders and activists including State President Shri Balwant Singh Mankotia, Delhi Pradesh President, Mr. Rajiv Jolly Khosla,Bihar Secretary Mr. Shyam Sunder Sharma, Mr. Balwinder Khosla, Spokesman-Young Panthers Mr.  Gagan Pratap Singh, State Secretary, Panthers Trade Union Mr. Purshottam Parihar & Zonal President, Jammu District Mr. Neeraj Gupta,Mahfooz Khan,Mohd.Junaid,Bhawani Maharaj, Swaran Singh Yadav,Jagmohan Paswan raised anti-Pak slogans and accusing Pakistan for converting Kashmir into a vortex of violence. They were carrying National Flags and raising pro-India and anti-Pak slogans. The ardent protestors amidst the heated exchanges and scuffles with the cops in front of the Pak embassy were arrested and detained in the Chanakya Puri Police Station.

Addressing the gathering on the occasion, Mr. Harsh Dev Singh lambasted Pakistan for its pernicious designs in aiding and abetting militancy in Jammu and Kashmir and elsewhere in the country with utterly malevolent and ulterior motives. He castigated Pakistan for its highly malicious and mischievous actions and designs in sponsoring militancy particularly in J&K and pushing in indoctrinated traitors to vitiate peace and tranquility on our side of the borders. Admonishing Pakistan for its terror training camps, its Hawala deals, its drug trafficking, its moral and material support to secessionism besides its highly malicious propaganda in the print and electronic media, against India, Mr. Singh lamented that Pak’s notoriety had assumed alarming and unacceptable proportions. He said that recent statement of Hafiz Sayeed, the mastermind of 26/11 Mumbai terror attack who had admitted to the media that his organization HUD was sponsored by Pakistan Army, should be an eye opener for the international community. He said that Pakistan’s terror manufacturing antecedents were known the world over and the recent utterances of Hafiz Sayeed had only corroborated the fact of Pakistan being a terror exporting state. Castigating the hostile neighbour for its highly dubious deals, Mr. Singh cautioned Pakistan to break out from the mindset of duplicity, deceit and belligerence that it has embarked upon and to stop meddling in the affairs of J&K. He further called for vacation of Pak aggression from the occupied territories of J&K which are very much a part of Jammu and Kashmir. He said that Union Parliament had also passed a resolution in 1994 for liberating POJK as this same fell within the domain of Indian Union.Ridiculing the BJP over its muscle flexing while in opposition, he questioned the Saffron Party as to where had its Patriotic euphoria vanished despite Pak’s brazen support to the Separatism in Kashmir.He said that JKNPP was constrained to lodge a protest as the BJP despite its jingoistic harangues and rhetorical overtures had abdicated its responsibility of questioning the belligerent nation over its misadventures and violent posturing.


Mr. Balwant Singh Mankotia while condemning Pakistan for inciting violence and trouble in J&K called upon the international community to take cognizance of the utter hostility and belligerence of the neighbouring country. He said that Pakistan had created dozens of terror groups in the name of ‘Jehad’ who were resorting to violence and propagating secession and separatism. He said that Jammu and Kashmir is an integral part of India and no power on earth can change this fact. Warning Pakistan to desist from its highly mischievous and hostile conduct, Mr. Mankotia said that the Union Govt. must give a blunt message to Pakistan restraining it from indulging in day dreaming on the issue of J&K. He said that the Nation was eagerly awaiting the tough posturing against Pakistani misadventures as emphatically proclaimed by Prime Minister, Mr. Narendra Modi on scores of occasions. He said that it must be clear to all that the  national security is paramount and no compromise on the same is acceptable in any situation.


Mr. Mankotia called upon Pakistan to rein-in its paid agents in J&K and refrain from any further misadventures in the interests of peace in South Asia. He further maintained that increase in the frequency of the cease fire violations besides proxy war launched in the State of J&K by Pakistan called for stern measures against the rogue nation by taking the world community into confidence.

Dharna for AIIMS in Jammu staged at Jantar Mantar JKNPP leaders’ led by Chairman arrested in front of Parliament

A memorandum signed by Chairman-JKNPP Shri Harsh Dev Singh, its President, Shri Balwant Singh Mankotia was submitted to Shri Rajnath Singh, Union Home Minister at his residence urging his immediate intervention to set up AIIMS in Jammu as was announced by Union Finance Minister, Mr.Arun Jaitley in Jammu itself.
jant-2     Earlier, about 100 Panthers Party activists led by Shri Harsh Dev Singh were arrested by Parliament Street Police Station while the protesters were proceeding towards Parliament House from Jantar Mantar in demand of AIIMS at Jammu and other demands. Others arrested included Delhi Pradesh President, Mr. Rajiv Jolly Khosla, Sr. Vice President, Shri Romesh Khajuria, Political Secretary, Vice President, Om Kishan, Shri R.P. Sharma, Rajasthan President General Secretary, Mr. Anil Sharma, Bihar Secretary, Mr. Shyam Sunder Sharma, Supreme Court Advocates Shri B.S. Billowria, Member Working Committee, Mrs. Ritu Puri, Advocate, Shri Gagan Pratap Singh, Spokesman, Young Panthers-JKNPP, State Secretary, Panthers Trade Union, Purshottam Parihar, Spokesman, Young Panthers Mr. Gagan Pratap Singh, and Mr. Neeraj Gupta, Zonal President, Jammu District.
Addressing the gathering at the venue of dharna at Jantar Mantar, Harsh Dev Singh lambasted the unholy and unethical alliance of BJP and PDP in J&K which had consummated with the sole objective of sharing the loaves of power. He said that the two parties which were diabetrically opposed to each other on all issues had entered into an opportunistic and adulterous relationship under a highly mischievous power sharing agreement. Accusing the BJP of taking a complete ‘U’ turn on its core philosophy and making a seismic shift from its arrowed fundamentals. Mr. Singh said that the saffron party had committed the herculean blunder which would prove to be its waterloo at the hustings. Rebuking the BJP for its cowardly submission to the whims of its coalition partner, Mr. Singh said that the AIIMS shall not be allowed to be shifted from Jammu. He said that the BJP led government at the Centre could sanction one more AIIMS for Kashmir but the already approved AIIMS was required to be established in Jammu.
jant-3   Mr. Harsh Dev Singh while speaking on the occasion reiterated the resolve of the JKNPP to continue its crusade for ending all forms of discrimination against Jammu region and for ensuring equitable share to it in all fields. Taking a potshot at the saffron party, Mr. Harsh Dev Singh said that the BJP had compromised on all its solemn pledges and professed promises made at the time of Assembly elections merely to become a junior partner in the PDP-led government. He said that BJP which had seduced and mesmerized the gullible votes in the name of empowerment of Jammu exhibited utter lack of spine and surrendered to the dictates of PDP on all issues. He said that where as the PDP had embarked upon implementation of its agenda from day one; the BJP was still in a state a quandry. Lambasting the BJP for submitting to the whims of its coalition partner on the issue of AIIMS, Mr. Singh said the saffron party had indulged in the most treacherous bargain only for the bust of power. He said that announcement for establishment of AIIMS at Jammu was made by two Union Ministers on 28th February, 2015 at New Delhi and therefore BJP’s offering it to PDP on a platter merely for crumbs of power was the biggest betrayal with the people of Jammu region. Warning the BJP to desist from its lame duck posturing, Mr. Singh said that any further betrayal with Jammu would cost the saffron party its’ postal address in the days to come.
Mr. Balwant Singh Mankotia, State President vowed to continue the protests against the shameless surrender of the BJP on the issue of AIIMS. He said that Jammu region has very fragile tertiary health care system and divesting this region of AIIMS would be greatest injustice. He said that Kashmir already has one SKIMS which offers specialized treatment facilities with Chief Minister already having announced Rs.150 crores additionality for its upgradation. But Jammu region continued to be ignored and deprived in theBJP partnered government and despite the tall claims and loud pronouncements being made by the saffron party merely to hoodwink the people of Jammu region, he added.
Mr. Balwant Singh Mankotia further ridiculed the cowardly surrender of BJP on Dogra Certificate, grant of State Subject rights to West Pakistan Refugees and conferment of voting rights upon them.
Mr. Mankotia while demanding AIIMS for Jammu further called for holding early delimitation of Assembly constituencies so as to ensure equitable share to all regions of the state on political as well as economic basis. He further demanded relief for victims of natural calamities besides adequate compensation to Jammu Migrants gullible. Mr. Rajiv Jolly Khosla assured full support of Delhi Unit of Panthers Party in resolving the issues of J&K and in ensuring justice to Jammu region including its socio-political empowerment.

Amend Article 370, give justice to Ladakh, Kashmir, Jammu Justice shall return with democracy only

Reacting sharply Prof.Bhim Singh, Chief Patron of National Panthers Party accused the political leadership in the Centre and the State for demonizing the Kashmiries only to stir communal conflict to generate vote bank. Some Kashmir-based political parties have been trying to address the people of Kashmir Valley only raise their vote banks whether it is release of some prisoners or raising Pak slogans with Jamat flags (media is projecting Jamat’s flag as Pakistani flag which is totally misleading).

          Some other political parties to raise their political hopes of return to power have been talking of further detentions, arrests or trials of some offenders only to blackmail the Central leadership. If detentions, arrests or public trials could restore democracy and peace in the state then there would have been no stir/unrest after the arrest, detention and public trial of the then Wazir-e-Azam of J&K, namely, Sheikh Mohd. Abdullah. Those who accused Nehru as ‘culprits’ of peace in the Valley should understand the undaunted courage of Nehru to get Sheikh Abdullah dismissed and arrested in 1953 by asking the then Sadar-e-Riyasat Karan Singh to do so. Delhi has been using swords and handcuffs for several years to suppress the voice of dissent in J&K. Prof.Bhim Singh reminded the people that he himself remained under detention for more than 8 years, detained 54 times and released by the orders of the Supreme Court almost every time. Only because he stood for the fundamental rights enshrined in the Constitution of India and amendment in Article 370 so that the people of J&K could also share and enjoy the fruits of democracy which the citizens of this country have been enjoying for 64 years.

          Calling everybody as a separatist is a conspiracy against the people of Kashmir in particular. Condemn them and suppress them as separatists so that no voice of dissent shall be whispered at all. Some people are asking to arrest ‘A’ or ‘B’, detain ‘C’ and hang ‘D’. Shall that solve the problems of the three regions? Who is separatist in Kashmir? Prof.Bhim Singh said that the hardcore militants are those who are ruling ruthlessly and robbing the state thus speading anarchy, hatred and communal passion only to rule and rob the state exchequer. He accused the ruling coalition comprising BJP-PDP for conspiring to loot the state and demonizing every Kashmiri Muslim as a separatist and each voice of dissent as anti-national.

          Prof.Bhim Singh accused the entire leadership in the Centre, may it be, Congress, BJP or Communists for abetting, aiding and assisting the communal, corrupt and anti-India leadership in J&K so that J&K burns and the leaders in Delhi shall cheer and share all the loot by Kashmiri leaders. He said that the diagnoses of J&K problem should have been undertaken in 64 years. The real cause is the separation of the rule of Parliament from J&K. He said the reorganization of J&K by assuring freedom, equality and justice to the people of each region namely, Jammu Pradesh, Kashmir Valley and Ladakh shall bring peace to the people of state. The only way is to amend Article 370 empowering Parliament to legislate vis-à-vis J&K at the earliest. This needs immediate imposition of Governor Rule and delivery of justice to all, social, political and economic.

Punjab, Haryana, Bihar Pradesh Panthers Committees stand dissolved

A meeting of the National Executive of National Panthers Party was held in New Delhi which adopted several resolutions to promote and strengthen the spirit of National Integration and promote the composite culture in the country.

The Executive Committee also expressed full support and solidarity with the J&K National Panthers Party in its democratic and peaceful struggle to ensure equity and justice to the Jammu Migrants, 15 lacs POK and Pak refugees, holding delimitation in the state besides ensuring justice and equity to the daily wagers, SPOs, contractual employees and for the amendment in Article 370 of the Constitution of India so as to empower Parliament to legislate in respect of subjects listed in the Union List in Schedule-VII.

The National Executive assessed the working of several state committees including Tamilnadu, Telangana, West Bengal, Delhi, Rajasthan, Haryana, Punjab, Bihar and other states. The National Executive decided to reconstitute several state committees. The Executive dissolved the Haryana, Punjab and Bihar State committees forthwith. The new committees shall be announced within one month.

Prof.Bhim Singh, the Supremo of NPP told the media in New Delhi that the party is watching with interest, the new development and combination and permutation emerging on the political situation in the country. He said that reunion rather regrouping of the Janata Party is being watched with keen interest saying that Panthers Party has no plan to join any morcha or combination at the moment till the political problems being faced by the people of J&K are addressed properly and adequately.
