Panthers Party’s rich tributes to Rajinder Puri

Rajinder-PuriSeveral NPP activists held a meeting under the chairmanship of Prof.Bhim Singh, its Chief Patron this morning at the lawns of Vithalbhai Patel House to condole the most unfortunate demise of Shri Rajinder Puri, a noted cartoonist and human rights activist in the country. NPP also expressed its condolences to the family and friends of Shri Rajinder Puri and prayed for peace to the departed soul in the heavens.

Prof.Bhim Singh described him as one of the great revolutionaries who believed that revolution is possible through the might of the pen and he tried this for nearly half a century.

Prof.Bhim Singh said that his first interaction with Mr. Rajinder Puri was in 1975 during the Emergency when Shri Puri invited hundreds of farmers to attend tea in Ashoka Hotel creating a stir in the society and successfully conveyed the message to the farmers in the country that the big hotels and the luxuries were meant for only for a particular class. Bhim Singh that he was General Secretary of the Indian Youth Congress at that time and he successfully persuaded the then Prime Minister, Mrs. Indira Gandhi to treat the matter within the scope of humanism and not law. He said she did it.

He recalled his second big meeting with Shri Rajinder Puri in 1984 in Hyderabad during the movement launched by the then Chief Minister of Andhra Pradesh, Shri N.T. Ramarao protesting against his unconstitutional dismissal by the then Governor Shri Ram Lal. Prof.Bhim Singh said that was the time when he had one week to work with Shri Rajinder Puri in preparation of the charter and for the success of the movement.

Prof.Bhim Singh said that he was highly influenced by the noble thought and superb cultural communication which everyone who knew him or interacted with him could feel and share. In his death, all his friends and well-wishers, have lost a great soul, a great friend, a noble heart and the rearest of the rear human being. Friends in India International Centre shall miss him most.

J&K Governor urged for urgent ordinance on Jammu Migrants, Delimitation

In a special communication to Shri N.N. Vohra, the Governor of J&K, NPP Supremo has pressed for a special ordinance to hold delimitation of the Assembly constituencies in J&K which has been deprived to J&K for the past quarter of a century.

He told the Governor that J&K was the only state in India where delimitation was not held in spite of the fact that delimitation of the Districts, Blocks and Tehsils was held in 2006 only to please the power hungry leadership of the Kashmir Valley. He pointed out that 10 additional districts were created in utter infringement of Wazir Commission. In fact, Kashmir was dissected into negligible areas. He further expressed deep concern that in J&K, a single Assembly constituency falls in two or even three districts e.g. Gool-Arnas Assembly constituency falls in Ramban and Reasi Districts, Inderwal Assembly constituency falls in Kishtwar and Doda Districts. Hiranagar Assembly constituency falls in Samba and Kathua Districts. Same is the case with several Assembly constituencies in the Valley. On the other hand there is a grave discrimination in geographical adjustments of the areas e.g. Zanskar (Ladakh) Assembly constituency has been tagged with four patwars of Kargil only to reduce Buddhist majority in the constituency. To hit Pahari fraternity, Tangdhar (Karnah) has been tagged with Keran in Kupwara district when Keran area remains cut off for six months from Karnah because of the snowfall and there is no geographical affinity of the two sectors. To reduce Chenani constituency into a SC (reserved) majority, four patwars of District Reasi have been tagged with Chenani (Udhampur District), 50 kms. gap between the two sectors similarly Jathana in Kathua District (a frozen Iceland) has been tagged with Billawar, nearly 100 kms. away from Billawar and there is no contiguity or geographical affinity of two areas. He pointed out several other deficiencies which were caused by the national government and a perfect understanding among the Kashmiri leadership only for the purpose of playing fraud with the people and keeping them deprived of their genuine electoral right.

Prof.Bhim Singh regretted that Mufti Mohd. Sayeed through signed CMP with Congress and Panthers in 2002 to hold delimitation but Mr. Mufti joined hand with National Conference to keep J&K out of delimitation process.

Besides, seven constituencies in J&K are reserved for SC and all the seven are in Jammu Pradesh. These constituencies have been reserved since 1996 and there is no hope even to consider any change till after the census shall be held in 2031. He blamed the Congress, National Conference, PDP and BJP for this discrimination with the people. He regretted that the Supreme Court failed to appreciate when the JKNPP moved a writ petition for delimitation. He said the BJP’s role against Jammu was the same as that of Kashmiri leadership.

He said that Scheduled Tribes have remained worst sufferers because of a stop on delimitation. No political reservation has been given to them in spite of the fact that Gujjars, Bakerwals, Gaddies etc. were brought in the Schedule of Scheduled Castes by Prime Minister, Chander Shekhar on the petition of the Panthers Party in the nineties yet they have not been given any political reservation till today only because Kashmiri leadership as well as BJP are against this kind of reservation for different reasons.

Prof.Bhim Singh said that the Governor is fully competent to issue ordinance in this regard within the meaning of scope of J&K Constitution. He also urged the Governor to release a payment of Rs.21 crores in favour of Jammu Migrants as per affidavit filed by J&K government before the Supreme Court in 2006 that arrears of Talwara and other Jammu Migrants to the tune of Rs.21 crores were still pending. Those arrears have not been cleared. He demanded that all Jammu Migrants registered as such should be given the same relief in cash and kind which is being given to the Kashmiri migrants as per direction of the High Court of J&K on writ petition of JKNPP.

NPP Supremo advises Panthers district committees to hold victory week of secularism and democracy in Delhi polls

Prof.Bhim Singh, Chief Patron of National Panthers Party has advised all district committees of JKNPP in J&K and its associated wings like Panthers Trade Union, women power, Young Panthers, Farmers Council, Student Wings and all to celebrate the next week as a victory of secularism and democracy in India as a message of the people of Delhi which has been transcended by them to the people of the entire country and the world that ‘India means democracy’, ‘India means secularism’ and ‘India means peace’.

He made a special appeal to the youth, students and PTU to celebrate coming week as a Deepawali, festival of lights so that darkness generated by the political parties and hatred spread just for electoral gains disappears forever. “Let the Panthers activists lit candles and show the lights to the blind politicians who have been misleading the people and path from darkness to light–peace, secularism, democracy and corruption free India.”

NPP Supremo urges intervention of Rashtrapati for dissolution of J&K Assembly

Prof.Bhim Singh, Chief Patron of National Panthers Party has urged Shri Pranab Mukherjee, the President of India for his immediate intervention under Section 92 of J&K Constitution directing the J&K Governor to dissolve the J&K Assembly which has not been notified 50 days after its inception because no political party in the State Assembly is in a position to form a legitimate government according to the J&K Constitution. In such a situation the provision of Section 92 (4) has to be invoked which states;

  “If the Governor by a proclamation under this section assumes to himself any of the powers of the Legislature to make laws, any law made by him in the exercise of that power shall, subject to the terms thereof, continue to have effect until two years have elapsed from the date on which the proclamation ceases to have effect, unless sooner repealed or re-enacted by an Act of the Legislature, and any reference in this Constitution to any Acts of or laws made by the legislature shall be construed as including a reference to such law.

          No proclamation under sub-section (1) shall be issued except with the concurrence of the President of India.”  

Section 92(1) commands,

If at any time the Governor is satisfied that a situation has arisen in which the Government of the State cannot be carried on in accordance with the provisions of this Constitution, the Governor may by Proclamation

(a).   assume to himself all or any of the functions of the Government of the State and all or any of the powers vested in or exercisable by anybody or authority in this State.”

Prof.Bhim Singh pointed out that 50 days have passed and no political party has claimed to form a government even on casual basis. The fact is J&K, a highly sensitive bordering state which has been facing militancy, wrath of terrorism from abroad and has turned a den of corruption and unlawful activities. Thousands of youth who have taken interviews for their recruitments in the different disciplines have been sitting on the streets.

The entire administration has reached a threshold of collapse because there is a temporary Governor Rule and the Governor at present cannot take hard decisions on substantive matters, naturally so because Assembly elections were held, the results are out for 50 days yet the Assembly has not been constituted in accordance with the law.

The flood victims have been suffering for want of relief as per direction of the Supreme Court of India on several writ petitions including J&K National Panthers Party. The Jammu Migrants as well as border migrants who were forced to run away from their homes situated on the international border have not been provided adequate relief as per direction of the Supreme Court of India on writ petition of JKNPP in 2000.

There is no electricity or drinking water available for the people particularly in the rural areas and 90% departments have gone functionless because of the administrative anarchy due to non-governance in the state.

50 days without governance are sufficient evidence to establish that there is no government. Some political parties with agendas poles apart have not been able to form a government nor shall they do so even after 100 days. This is the situation which demands urgent intervention of the President of India as envisaged in Section 92 of the Constitution of J&K.

He urged the President of India to let the Governor of J&K take over the administration by dissolving the un-notified State Assembly and prepare for the next Assembly election in the interest of democracy, rule of law and honour the aspirations of the people of J&K for further safety and security of the country.

Modi’s defeat in Delhi, unique victory of democracy, secularism, befitting reply to Obama

wave_093014114937“The national capital territory of Delhi which shares the glory of the past history of India and the beauty of composite culture has transcended a highly impressive message to the people of great India and its critics abroad, particularly to US President Barack Hussein Obama that India means peace, India means composite culture and India means secularism with malice to none. People of Delhi who represent almost all the cultures, religious disciplines and universal voice of the country have rejected ‘Modism’ identified by arrogance of power and smell of communalism. This is evident from the most unexpected verdict of the people as seen on the screen. The complete route of the Congress and humiliating defeat of the BJP should be understood that the people of this country are adhered to a secular, corruption free and peace loving India.” This was the first reaction of Panthers Party Supremo, Prof.Bhim Singh who had earlier predicted fall of Modi within one year. Prof.Bhim Singh said that the victorious party should not take it as their victory because this vote was anti-Modi vote where entire political system including BJP had considered it best to defeat Modi’s fascist and arrogant utterances and behaviour.

Prof.Bhim Singh felt that US President’s remarks on the beauty of India’s cultural heritage and its adherence to composite culture during his recent visit to Delhi also contributed to this situation where Delhi’s intelligent and nationalist voters decided to give a clear message to the world that Delhi represents the composite voice of entire country and the nation believes in the beauty of its secular character.

Prof.Bhim Singh said that Prime Minister Modi must have realized that he also contributed heavily towards the defeat of BJP by committing incurable blunders. Humiliating dismissal of the Union Home Secretary, Shri Anil Goswami with an intention to use the Home Ministry to rig polls by manipulating EVMs was one of the causes of this kind of electoral defeat of the BJP. Another blunder, committed by Prime Minister Modi, was to install a stranger to the party as its leader by ignoring the elderly leadership of the party during the election campaign.

NPP bravoed bureaucracy and the election machinery in Delhi for defiance to manipulate EVMs in this election. In J&K the bureaucracy had played a big role for the manipulation of EVMs to give victory to BJP.    

Prof.Bhim Singh remarked that the Congress defeat was no surprise but nobody had expected or agreed with Prof.Bhim Singh that BJP shall be the first casualty of Prime Minister Modi’s arrogance.
