Bhim Singh meets CEC, demands re-poll in Udhampur Parliamentary Constituency in the interest of democracy

Prof.Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency this morning had 30-minutes meeting with Shri V.S. Sampath, the Chief Election Commissioner at Nirvachan Sadan, New Delhi and submitted a petition to the CEC urging re-poll in the entire Parliamentary Constituency for the reasons that the poll held on 17th April, 2014 was vitiated with rigging, fraud and EVM manipulation by the Congress and BJP candidates supported and abetted by Shri Omar Abdullah, the Chief Minister of J&K. Prof.Bhim Singh informed the CEC that Gulabgarh Assembly segment recorded 82% of poll which was a total fraud as almost all the male members had migrated to Punjab and Himachal Pradesh as they usually do in the month of April & May to seek work in the adjoining states. He also presented press clippings of local and national newspapers which have published stories on the rigging. He informed the CEC that almost all the 38 polling stations in Marwah Dachchan (Gulabgarh) were snatched by the local police officers and carried in helicopters which reached the office of Returning Officer after four days. The EVMs were taken away by the police leaving polling officers behind.

            Prof.Bhim Singh said that same thing happened with the EVMs which were used in Gulabgarh for recording votes. Some of the EVMs were taken to Rajouri District and then brought to Kathua after four days. This electoral crime was repeated by the Govt. of J&K after 26 years. In 1988, the Govt. of J&K headed by Dr. Farooq Abdullah joined by Shri Ghulam Nabi Azad the then General Secretary-AICC had manipulated and rigged the polls which remained on record. Prof.Bhim Singh had won by 32,000 votes in 1988 bye-election in the same parliamentary constituency still he was declared defeated by the power that be.

            Prof.Bhim Singh also presented a book on, ‘Murder of Democracy in J&K’ to the CEC which has carried the details on the murder of democracy by the Congress and the National Conference in 1988. The High Court Judge, Justice K.K. Gupta on an election petition filed by Prof.Bhim Singh had quashed the election by holding the election result as void. Since the Lok Sabha had dissolved by the day judgment was delivered on 15.10.1992, four years after the filing the election petition. The relevant Lok Sabha stood dissolved and replaced by this way.

            Prof.Bhim Singh urged the CEC to treat his petition as a challenge to the validity of polls held on 17th April, 2014 in Udhampur parliamentary election. He urged the CEC to issue notice to the main contenders namely, Shri Ghulam Nabi Azad (Congress) and Dr. Jitendra Singh (BJP).

            Prof.Bhim Singh urged the CEC that rigging could be checked to some extent if the voters identity cards issued by the Election Commission of India are retained by the Presiding Officer at the polling station till the counting is over. He informed CEC that hundreds of dead persons in the hills of Gulabgarh, Marwah Dachchan, Padar, Bani and Banihal have cast their votes which should be verified from the record in the interest of democracy and rule of law.

            Prof.Bhim Singh said that he has been fighting against electoral fraud committed by the power that be in Delhi and Srinagar which may prove counter productive for national integration and country’s unity if remained unchecked.

SC issues notice to Secretary, Defence, UOI, Army Chief & Ors. on contempt petition by porters

A division Bench comprising JJ Mr. B.S. Chauhan and Mr. Justice J. Chelameswar today reissued notice to the Union Defence Secretary, Chief of the Army Staff, Comptroller General Defence Accounts on a contempt petition filed by 70 Army porters titled as Isher Singh & Ors. Vs. Union of India & Ors. for having deliberately failed to regularize their services following the order of the Supreme Court dated 14.05.2013. The Supreme Court, therefore, in the facts and circumstances of the instant case where members of the respondent Union have been employed in terms of the Regulations and have been consistently engaged in service for the past thirty to forty years, of course with short breaks, we feel, the Union of India would consider enacting an appropriate regulation/scheme for absorption and regularization of the services of the casual workers engaged by the BRO for execution of its ongoing projects.

Prof.Bhim Singh who appeared for the Army porters argued that the Ministry of Defence had deliberately failed to implement the order of the Supreme Court in which Supreme Court had directed the Union of India and Ministry of Defence to regularize the services of nearly 70 Army porters working in Nowshera Sector for the past 15 to 20 years as daily wagers.

Prof.Bhim Singh submitted that the Union of India and Ministry of Defence have not cared to file an appropriate counter in spite of the notice issued to the alleged contemnors.

The court after hearing both the sides directed the respondents to file an appropriate and proper counter in this regard.

Govt. denied security cover for JKNPP candidate in Anantnag, Kashmir Valley

Prof. Bhim Singh, Chief Patron NPP has lodged protest with the Governor of J&K Shri N.N Vohra against the State Government which has deliberately denied security cover to the Panthers Party candidates in Kashmir Valley and their Election Agents. He pointed out that Dr. Abid Mohd. Khan contesting from Anantnag parliamentary constituency as JKNPP candidate has not been provided any security cover rather being harassed and threatened by the Administration.  Prof Bhim Singh said that neither candidate nor his election agent has been provided any security cover or safe shelter during the election campaign. He said that SSP Shopian refused Dr. Abid Mohd. Khan to hold public meetings in spite of appropriate permission by the District Election Officer.

Prof. Bhim Singh said that Mohd. Maqbool Malik a candidate from Srinagar constituency was threatened by National Conference to face the consequences if he did not run away from the contest.

Prof.Bhim Singh in his another communication to Chief Election Commission of India has lodged a strong protest with the CEC urging him to disqualify NC candidates from the contest as the Government has deliberately violated the Code of Conduct through hold free and fair elections by transferring nearly 30 KAS officers and giving undue promotion to a dozen of them only yesterday.

Prof. Bhim Singh said that Parliamentary election held in Udhampur was heavily rigged by the active cooperation of the District Election Officers in the hilly areas of Reasi, Ramban, Kishtwar, Doda, Kathua etc. He said that 20% polling was bogus, fraudulent and committed by the government officials in order to dilute to vote value of the real voters. Prof. Bhim Singh indicated that NC and Congress have done the same in 1988 in Udhampur Parliamentary bye-election.

Prof. Bhim Singh demanded cancellation of hilly areas of Udhampur where the Presiding Officers were forced to raise polling percentage.

Addressing the Press Conference on the eve of Poll Day in Udhampur and several other parliamentary constituencies, Prof. Bhim Singh himself a candidate from Udhampur parliamentary constituency hailed the stand taken by Ms. Jayalalithaa and Ms. Mamta Banerjee, Chief Ministers of Tamil Nadu and West Bengal respectively that a non-Congress, non-BJP government shall be formed at the Centre by the regional parties which represent the true aspirations of the people from every corner of India.
Prof. Bhim Singh said that the Poll trends so far held have revealed the trend that both the Congress and the BJP have entered anti-climax and neither of them shall be imposition to gain majority even with the support of their respective groups.
Neither Shri Narendra Modi nor Shri Rahul Gandhi shall get the opportunity to lead the national government.
It is the grand opportunity for the electorates of Jammu and Kashmir to reject both Congress and BJP or their alliance partners in J&K so that the corrupt, communal, and criminal elements are eliminated from J&K politics.
JKNPP is the only nationalist-secular opposition party in J&K fighting BJP, National Conference and Congress in the State. It shall welcome the grand alliance of the regional parties from Kashmir to Kanyakumari.

 Prof.Bhim Singh Panthers candidate from Udhampur Lok Sabha Constituency addressed several election rallies in his constituency accusing the alliance leadership in J&K and UPA expressing shock that Mr. Narendra Modi, BJP sponsored leader has not been exposed by the Congress and leftists though they had ample opportunity. He said that there is no Modi wave in Punjab, Himachal Pradesh and J&K. In J&K there is a wave against corruption, communalism and terrorism.

Prof.Bhim Singh concluded the campaign at 5.00 p.m. on the international border town Kandian Gandial in Distt. Kathua. Earlier addressing the closing ceremony at Udhampur, Prof.Bhim Singh emphasized need to improve relation with Arab world in particular which have declined during the last two decades. He also assured that he shall ensure amendment in Article 370 so that J&K is fully integrated with the rest of the country. He criticized that the State Govt. for treating the youth and students like butterflies.

Mr. Vilakshan Singh, General Secretary, Young Panthers after concluding in his tour for five days in Kathua District with his team that there is only one wave in Udhampur Lok Sabha Constituency that is Prof.Bhim Singh who has been fighting for the cause of the youth and the students for the past 55 years. He said during their campaign in Kathua, we confronted with the people of different ideas but everyone agreed that there is no candidate who can match Prof.Bhim Singh in education, in sacrifices, jails and international understanding.

Mr. Vilakshan Singh said that, though, BJP and Congress have been trying to communalize Udhampur election which has proved counter productive for both. The Panthers Party candidate is unparallelled in every sphere and we hope that he hoped that the youth and the students of country shall send him to Parliament.
