SC adjourns Yousuf’s custodial death case to May, whereas petition against half salary is referred to J&K HC

A Division Bench of the Supreme Court of India comprising JJ Mr. B.S. Chauhan and Mr. J. Chelameswar adjourned the custodial death case of NC activist Yousuf Haji to the first week of May, 2014 after hearing Prof.Bhim Singh, Sr. Advocate and Mr. M.I. Qadri, Advocate-General of J&K Govt.
1.    The court observed that the hearing cannot be concluded for want of time today as the matter is very important which deserves proper hearing. At this stage Prof.Bhim Singh appearing for Mr. Balwant Singh Mankotia, MLA and Mr. Talib Hussain, son of the deceased urged the court that the matter is very important from point of law and urgency. He urged the court to refer this custodial death case to the CBI for fair and free investigation into the circumstances, under which Yousuf Haji died in custody on the night of 29th/30th of September, 2011. Yousuf Haji, a National Conference activist and close friend of Farooq Abdullah and dispatched to police lock-up under the orders of the Chief Minister, Mr. Omar Abdullah on 29th September. He assured the court that he shall not take more than 10 minutes as the prayer is obvious. FIR has to be registered and the custodial death/murder be properly investigated.
Prof.Bhim Singh expressed his inability to attend the case till 17th of April, 2014 because he is locked up in an electoral battle in Udhampur Parliamentary Constituency where he is contesting as Panthers Party candidate.
2.    In another writ petition filed by the Panthers Party challenging the half salary SRO and the Cabinet Order No.193/2312011 dated 19.10.2011. Govt. Order No. 4—F of 2011 dated 27.10.2011  read with SRO-332 issued u/s. 124 of Civil Service Rules by describing it as anti-youth, anti-people and against the fundamental rights and duties of the fresh recruits.
The Division Bench comprising of JJ Mr. Sudhansu Jyoti Mukhopadhaya and Mr. N.V.Ramana after hearing full throated arguments of Prof.Bhim Singh, Sr. Advocate appearing for the petitioner. He argued that “SRO-332 infringes the fundamental rights and duties of a generation, it is heinous crime and grave violation of Article 14 of the Constitution of India. Article 14, 19 and 21 of the Constitution of India are applicable in the State of J&K in spite of the discriminatory nature of Article 370. The fresh recruits, for five years which amounts to bondage labour which was practiced during the times of kings and queens. The matter needs a thorough judicial review as the Constitution of India is not applicable to the people of J&K under Article 370.” He also argued vehemently for favour of an appropriate writ or direction to the Govt. of J&K to withdraw such an authoritarian and discriminatory order. After hearing Prof.Bhim Singh the court observed that the matter may be taken up with the High Court of J&K as High Court has constitutional authority in J&K to hear a PIL. Prof.Bhim Singh said that a PIL shall be moved before the High Court of J&K at the earliest.

DC Reasi plays foul with Panthers Party relaxed rules for Congress and BJP

The Panthers Party team led by Prof.Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency addressed several election rallies in Reasi District today along with his team making strong appeal to voters to support and vote Panthers Party in their own interests.

            Prof. Bhim Singh in a letter addressed to Chief Election Commissioner, Shri V.S.Sampath flashed a communication about the illegal and discriminatory attitude of Dy. Commissioner, Reasi who is also Assistant Returning Officer charging the Dy. Commissioner to play foul with the Panthers Party. The Dy. Commissioner himself confiscated a Panthers Party’s vehicle which had fixed a party flag without any public address system on the highway. The Dy. Commissioner also detained a Congress vehicle. After a little while on the telephone call from Congress office. Prof.Bhim Singh in his protest letter to the CEC made a strong protest on the highly objectionable remarks of the Assistant Returning Officer that, “Hell to the Congress Party and hell to other parties……..” Prof.Bhim Singh said that an officer incharge of a District to conduct election under the supervision of the Election Commission of India using highly objectionable language against the political parties amounts to disobedience and contempt of the Election Commission of India.

            Addressing several rallies Prof.Bhim Singh called on the people in historic town of Reasi where General Zorawar Singh had organized his Dogra Army to liberate the Ladakh and Gilgit-Baltstan between 1836 and 1842. Prof.Bhim Singh said that if he elected to the Parliament he shall ensure that the regional history of the great Dogras is taught throughout Jammu Pradesh from 1st class to the university so that the new generations shall know the history of their forefathers and their contributions to the strengthen the boundaries Bharata beyond Kashmir in the middle of 19th century. Prof.Bhim Singh accused BJP for betraying the people of Jammu Pradesh by receiving the grandson of Sheikh Abdullah in their lap during the BJP rule in the Centre. He said that the same party used to accuse Sheikh Abdullah for the murder of Dr. Shyama Prasad Mukherjee (Dr. Shyama Prasad Mukherjee died in Srinagar jail during Sheikh Abdullah’s rule when he crossed J&K from Punjab Border in total defiance of the entry permit in 1953) and the BJP promised their electorates that they will bring Sheikh Abdullah to justice whenever they were come to power in the Centre. Prof.Bhim Singh also accused BJP for exploiting the sentiments of the people of Jammu just to serve their personal and individual interest. He said that it was BJP leadership which betrayed the people of Jammu Pradesh during Bamb Bhole agitation by signing midnight surrender deed with the Congress Govt. He also said that he shall stand by the party in the Lok Sabha which shall support the cause of the people of Jammu Pradesh whosoever it may be. He regretted Panthers Party stand for the reorganization of J&K through amendment in Article 370. He accused the Kashmiri dominated government for destroying the Dogra identity and its historical monuments just to take revenge against the Dogras. Prof.Bhim Singh accused BJP for betraying its own leaders like Shri Rishi Kumar Koushal and Thakur Baldev Singh who had given blood to build BJP image in Jammu Pradesh. Prof.Bhim Singh also accused the Congress for encouraging corruption in politics. He said a candidate is allowed to spend Rs.70 lacs as his election expenses when, if elected, he cannot raise more than Rs.15 lacs in five years. He said that Rs.5 crores MPLAD to an MP every year is to compensate his election expenses indirectly. Unless the present electoral system is reformed drastically political corruption cannot be eradicated which is the fountain of all sources of corruption in the country. He said expressed deep shock on the failure of the Central Govt. to elect in the interest of national security in J&K. He said that the second Hiranagar incident resulting into the killings of innocent citizens by terrorists speaks volumes about the involvement of the state machinery. Omar Abdullah, by now, should have been dismissed straight.

Where citizens of India still live in Stone Age Without drinking water, without ration & without electricity

Prof. Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency addressed several meetings in the District of Reasi which falls in Udhampur Constituency appealing the voters to defeat both Congress and BJP candidates as both the parties have been exploiting the innocent people in the name of religion and so-called development. He questioned the integrity of the Congress candidate in Jammu who were started by the State Chief Minister, Shri Omar Abdullah violating all the norms and Code of Conduct observed by the Election Commission of India at the time of nomination of papers. Prof. Bhim Singh addressing the meeting in Chasana, Mahore, Dharmadi, Arnas and other places accused BJP for spilling communal passion whereas NC fanning terror in J&K. Prof. Bhim Singh condemned the killing of innocent civilians in Dayala Chak by the unknown terrorists and later attacking the Army station in the same district, Kathua.

Prof. Bhim Singh accused J&K Govt. for putting a blanket on the killing of police officers in Hirnagar Police Station last month. The terrorists had attacked the Army camp in Samba the same day and killed Army officers. NPP Supremo said that he has been repeatedly warning the Govt. of India that Mr. Omar Abdullah has become security risk and he should have been dismissed by now. He demanded immediate dismissal of Omar Abdullah and promulgation of Governor Rule so that J&K could be saved from death and destruction because of the total failure of the coalition government to protect life and property of the innocent citizens.

Prof. Bhim Singh after campaigning for Panthers Party candidate contesting from Jammu-Poonch Constituency, Mr. H.C. Jalmeria, returned to his constituency this morning to interact with the voters in Udhampur Constituency.

Prof. Bhim Singh said that both Congress and NC have been playing seesaw with the Union Govt. to cover up their own failures. This is evident from the tragic incidence in Kathua.

Prof. Bhim Singh expressed surprise that there is no electricity available for days in Poonch or Rajouri. He expressed shock that people in the area in Rajouri & Poonch have been living in Stone Age as there is no drinking water available, no electricity, no ration and no delivery of food.

Jammu-Poonch Constituency shall go to poll on 10th April, 2014 whereas election shall be held in Udhampur in 17th April, 2014.

Poonch : Addressing massive election rally in Poonch, border town in J&K, late last evening, Prof. Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency congratulated the great people of Poonch for maintaining communal harmony and social peace ever since Poonch was liberated from Pakistan with the help of the local people and J&K Rifles in 1948. Prof. Bhim Singh paid tributes to Shri Bandey (awarded Dogra Ratan Award), for having fought against Pak occupation for one year and throwing out the forces of the occupation.

Prof. Bhim Singh also congratulated the people of Poonch for resisting the intruders from across the Pakistani border who have been infiltrating to J&K via Poonch because of the laxity of J&K governments since 1965.

Prof. Bhim Singh accused the State and Central governments for their total failure to develop backward and border areas of Rajouri and Poonch. He questioned the sincerity of the Congress and NC towards the people of Rajouri and Poonch who have not been connected with rail in 63 years of independence whereas the government spent Rs.5000 crores to build a rail tunnel from Qazigund to Banihal when Banihal has not been connected with the rail line neither there is any hope for its completion under the Congress rule. He assured the people of Poonch that if they voted him to Parliament he shall fight it out to connect rail from Jammu to Poonch and ensure the ownership to the allottees of the land which was left by the owners in 1947 voluntarily. Prof. Bhim Singh assured the SPOs, contractual employees and daily wagers for regularization of their services in the respective disciplines.

Shri H.C. Jalmeria, Advocate, Panthers Party candidate from Jammu-Poonch Parliamentary Constituency made compassionate appeal for the voters to vote and support Panthers Party in the ongoing Parliamentary election because all the three parties Congress, NC and BJP failed utterly to respond to the aspirations and needs of the people.

Ms. Anita Thakur, General Secretary appealed to the voters particularly the women for the unprecedented sacrifices of the Panthers workers for the civil and political rights of the women who have been discriminated by the respective governments for decades. Addressing a strong rally at Mendhor, 3kms. from LoC in Poonch District this morning Prof. Bhim Singh cautioned the electorates against the dangerous designs of the Congress, NC & BJP, he said that when Congress is mother of corruption, National Conference is mother of terrorism whereas BJP is the mother of communalism in J&K and that is why Panthers Party is the only alternative to the people of Jammu Pradesh in particular so that they shall feel liberated from Sheikh’s family rule. Prof. Bhim Singh also said that his party shall take initiative from Delhi to Islamabad to promote Intra J&K Heart to Heart Talks between the people of J&K and POK so that the situation shall be resolved by the notables of J&K from both sides. He accused Anglo-American Bloc for encouraging terrorism in J&K with intention to destabilize India as the USA did with Yugoslavia, USSR, Afghanistan and several other Afro-Asian countries. He said that the policies of USA need to be checked by the Asian Bloc and that needs a healthy cooperation among SAARC countries with Russian Federation and China. He said that China, Russia and India should join hands against the impending terrorism planted by Anglo-American Bloc against the Afro-Asian countries.

NPP blasts corruption, nepotism, authoritarian rule in J&K, accused BJP for its secret pact with NC

Addressing election rallies in Sunderbani, Nowshera, Surankote and Poonch, Prof. Bhim Singh, Panthers Party candidate from Udhampur Parliamentary Constituency blasted NC-Congress alliance rule in J&K by almost legalizing corruption, nepotism under its authoritarian rule. Prof. Bhim Singh is accompanied Shri H.C. Jalmeria, Advocate Panthers Party candidate from Jammu-Poonch Parliamentary Constituency.

Prof.Bhim Singh appealed the people to vote for H.C. Jalmeria from Jammu Parliamentary Constituency because he needs another Member in the Lok Sabha to second his resolutions and bills. Prof.Bhim Singh said that the Panthers Party assures rail and air link between Jammu and Poonch. He attacked the Congress-NC rule for promoting corruption, encouraging communalism and criminalization in the state. He assured the people that he shall ensure that there is no political person in jail and no innocent person shall be detained.

Prof.Bhim Singh referred the speech of Sardar Qayyum Khan in J&K Heart to Heart Talk in Delhi that, “There is a need to make LoC irrelevant, the broken families should be given an opportunity to meet and peace initiative between India and Pakistan has to be promoted which is the need of the hour and in the interest of people of both India and Pakistan.” Prof.Bhim Singh said that it was on his initiative that Sardar Qayyum Khan came with 36 legislators to New Delhi to participate in the talks in 2005 and again 2007.

Prof.Bhim Singh said that travel between J&K and POK should be facilitated by passports issued by the respective countries so that permit nuisance and complication is brought to an end.

Prof.Bhim Singh was the first leader who addressed a public meeting at the bus stand in Surankote after about five years when the militants had open fire in the political rally and killed dozen of civilians. Prof.Bhim Singh made a strong and emotional appeal to the people of Rajouri and Poonch to vote for the Panthers Party as it is only Panthers Party which has been fighting for several decades for justice and equity for the people of Rajouri and Poonch. He reminded them that he was imprisoned by Sheikh Abdullah in 1979 when he came to support the youth of Poonch who were fighting for jobs and against corruption.

Prof.Bhim Singh said that if he and his companion Shri H.C. Jalmeria are elected to the Lok Sabha the Panthers Party shall fulfill the aspirations of the people of Rajouri and Poonch in particular who have remained denied of their rights to live with dignity, honour and security.

Prof.Bhim Singh assured the allottees of the land of those who had migrated from J&K to Pakistan in 1947 that he shall ensure that each allottee shall get ownership right over the allotted land now being governed by the Custodian Department. He said that this has caused grave in security among the allottees because of the Resettlement Act (Bill No.9) which has been stayed by the Supreme Court and is being heard by a Constitution Bench. He accused Congress of its double standards when it fix votes of refugees and allottees on the one hand and has been opposing Panthers Party petition before the Supreme Court.

Prof.Bhim Singh and his team is on election campaign in the border districts of Rajouri and Poonch for five days.
