In a memorandum addressed to the Prime Minister of India the protesting, seven of them sitting on relay hunger strike urged for his immediate intervention. The memorandum said;

1.                 That we were engaged as NYC Volunteers in J&K after due selection made purely on merit through an appropriate committee by the Department. NYC Volunteers were selected from all the districts of J&K and deployed in different departments viz, Rural Development Department, Youth Service and Sports, Tourism, Finance Department, Municipal Corporation, Social Welfare, NYKs, Shrine Board, Traffic Police, NRHM, Management Disaster, Education, Revenue Department etc. After three years we stand nowhere.

2.                 8000 NYC Volunteers in J&K had been deployed under the NYC scheme as adopted by Nehru Yuva Kendra Sangathan, Ministry of Youth Affairs and Sports, Govt. of India. 7700 had been registered with Govt. of J&K and 300 with Central Govt. We have been agitating from the streets to the roads peacefully and democratically seeking implementation of the promises made by the Centre and State Govts.

3.                 The rules and regulations of the scheme meant for NYC Volunteers of J&K could not help the NYC volunteers to continue their regular studies because of their duties with the result that future career of the volunteers got sealed forever.

4.                 During the period of our deployment we worked hard with full dedication and commitment to help bridge the gap between people and the Govt. thus tried our best to eradicate social evils in day to day society.

5.                 Most of us belong to poor families and are bread earners of their entire family. We have become burden on our family.

6.                 All the deployed volunteers of the state are working like employees of J&K State without any service conditions or adequate salaries.

7.                 All the NYC volunteers are aware that the State and Central Govts. shall not discourage the hopes and expectations of the 8000 NYC Volunteers of J&K State.

8.                 The NYC Volunteers deployed in Rural Development Department, J&K performed their duties in Panchayat Elections 2011 and played 80% role in the election, likewise some volunteers worked hard in Shrine Board, Health Department, Education, etc. All the eight thousand volunteers worked honestly.

It is urged that the Hon’ble Prime Minister may be pleased to intervene to save the lives of 8000 volunteers of the NYC. We have come from J&K and sitting on hunger strike at Jantar Mantar with a hope and trust that the youth of J&K shall get justice from the doors of the Prime Minister.
