‘Paying Peter and robbing Paul’

“Mahatma Gandhi had commented in young India once on the taxation policy of the British against the people of India using the phrase ‘Paying Peter and Robbing Paul’. May have been appropriate in the forties but in 2013 budget, the Finance Minister has crossed all the limits available in the jurisprudence of economy, development vis-à-vis the ‘Pauls’ which comprise 80% of the population of the country. The present budget shows the bankruptcy of the Finance Minister of India about his knowledge and concern of the rural India.” This was the budget reaction of Prof. Bhim Singh, Chief Patron and Founder of the revolutionary Panthers Party who is also Sr. Executive Member of the Supreme Court Bar Association.
Prof. Bhim Singh reacting further on the bankruptcy of the budget presentation by a person who is victim of arrogance and complex. This is a tragedy that Socialist-Secular Republic of India has been reduced to a stinking Capitalist Republic of India giving absolute powers to the manufacturing houses, oil companies’ production units to fix the price at their will no matter the prices go beyond the reach of a common man.
Prof. Bhim Singh said that people of India have a chance to exercise their power of the ballot in the next election and if they fail to oust the blood-suckers, only Ultimate Revolution shall bring justice to the majority of the people in India who have completely been neglected by the government and particularly by the arrogant Finance Minister who does not understand their language.

Reacting on the address by President of India to Parliament this day, Prof. Bhim Singh, Chief Patron of NPP and Member of NIC expressed surprise on the silence of the Presidential address about the mounting corruption and sky-high prices of essential commodities which have affected the life of a common citizen in the country. Prof. Bhim Singh, a noted Parliamentarian said that Presidential speech failed to address the issues relating to corruption, criminalization in politics, drug menace and communalism which deserved urgent attention of the Members of Parliament to adopt remedial measures to end these social, political and economic evils from the society.
Prof. Bhim Singh wondered how Presidential Address ignored the Lokpal Bill and universal demand to enact a strong law to curb corruption at all levels. Only a casual reference of several bills pending in the Parliament would not have addressed the core issue to nip the corruption evil in the bud.
The Panthers Party Supremo also expressed dissatisfaction on the Presidential address relating to international affairs. He said that the address has ignored the situation that has been created by the foreign intervention in Syria, Sudan, Libya, Mali and other regions threatening the international peace and security. The Presidential address should have touched these subjects and asked for non-interference into the internal affairs of any sovereign country. The unemployment and the plight of the working class could not be addressed in the Presidential address.

MPs urged to amend Art. 370 to empower Parliament to legislate on national subjects for security of state

Prof. Bhim Singh, Chief Patron of National Panthers Party & Member of National Integration Council made a compassionate appeal to the Parliament of India to amend temporary provisions in Article 370 which have outlived their utility rather have proved counter-productive threatening the unity, integrity and sovereignty of the nation. He blamed the undesirable and dangerous provisions which were inserted in 1950 by the Constituent Assembly under pressure though, temporarily, which have done unimaginable damage to the national interest, national economy and to the political stability in the country. Article 370 (1)(d) has put a blanket ban on the legislative power of Parliament which says that, “No such order (legislation vis-à-vis J&K)which relates to the matters specified in the Instrument of Accession of the State referred to in paragraph (i) of sub-clause (b) shall be issued except in consultation with the Government of the State.” It further makes it conditional that Presidential Order to issue any rule or make a Law in respect of Defence, Foreign Affairs or Communications shall not be issued except with the concurrence of J&K Government. In his communication addressed to the Members of Parliament irrespective of their political affiliation, Prof. Bhim Singh who is also Senior Executive Member of the Supreme Court of Bar Association has emphasized the need to amend Article 370, which needs only majority in the Parliament so as to empower the Parliament to legislate in respect of matters listed in the Central List so that the people of J&K are not treated like subjects and the President of India does not exercise power of the viceroy.
NPP Supremo has been wading for 55 years in the political jungles of J&K and his advice has to be valued by the Parliament of India in case the Parliament of India is sincere to preserve the National Integrity and remove the cracks appearing in the threshold of J&K.
Prof. Bhim Singh has suggested that heterogeneous union of J&K, which was in necessity in 1846, is no more beneficial in the national interest. The three regions of J&K should be brought under a confederation of Ladakh, Kashmir Valley & Jammu Pradesh with separate legislatures and administration allowing Civil Secretariats to run around the year in Srinagar as well as in Jammu. This is the only way to defeat the hanging Dixon Plan planted by Jewish Judge of the Australian High Court by the Anglo-American Bloc in 1951.
Prof. Bhim Singh has also appealed to the intellectuals and members of the civil society to read the writings on the walls of 21st century by accepting the ground realities related to history, geography and cultural entity of the three regions of the State.hree regions of the State.

Addressing a press conference in Jammu, Prof. Bhim Singh, Chief Patron of NPP & Sr. Executive Member of Supreme Court Bar Association urged Shri N.N. Vohra, Governor of J&K to dismiss J&K government which has failed in all respects of governance and has sunk in corruption and responsible for the press mess in the state. He demanded Governor Rule and fresh elections in the State so that angry leaders in the Valley as well as Hurriyat Conference leaders they also participate in the elections to end the dynasty rule in J&K. He said that kind of confederation of the three regions; Ladakh, Kashmir Valley and Jammu Pradesh is the only solution to save J&K from chaos, disorder, anarchy and constitutional discrimination. He said that three units should be given independent legislative power. Prof. Bhim Singh disclosed that the appointment of Vigilance Commissioner shall be challenged as it is illegal, unconstitutional, mala fide and has been done at the instance of couple of corrupt ministers in the Union.  [Read more…]
